The biscuit shall be made wholly from iirnil
(Uperfine flour of the manufacture of the year
ie&6 or 1857 but shall in all cases be manatact'ured
from flour made of the crop immediately preced-
sed. 1 fae bureau will not be obligated to consider
any propoeal unless accompanied by the guaran-
tee required by law : the competency of the. guar-
antee to be certified by the uair agent district
attorney or collector of the customs.

tor. The price to be uniform at all the vards.

and composed of 7S cotton threads of the beat
quality of No. 27 yarn. The candle to be deliver-
ed on sixty day notice in good boxes containing
about 30 pound each and the box to be marked
with the contractor's name and the weight of the
candle.

All the foregoing articles must be of the best
quality and conformable in all respect to the
sample deposited at said nary -yard and in thi
bureau and subject to such inspection at the nary-yard
where delivered as the chief of the bur-
eau may direct the inspecting officer to be ap-
pointed by the Navy Department-
All the articles to be delivered free of any in-
cidental expenae to the government in proper
vessels or packages and the price of each article
must be the aame at the respective place of de-
livery. Package in which the above article are
delivered muat bo marked With their content
and the name of the contractor and be sufficient
to insure temporary safe-keeping.
The contractor mast establish agencies at such
stations other than hi residence that no delay
mar arise in furnishing what may be required ;
and when the contractor or agent fails promptly
to comply with a requisition the chief of the
Bureau of Provisions and Clothing shall be au-
thorized to direct purchases to be made to supply
the deficiency under the penalty to be expressed
in tbeeontract ; the record of a requisition or a
duplicate copy thereof at the Bureau of Pro-
riaiona and Clothing or at either of the nary-
yard aforesaid shall be evidence that such requi-
sition baa been made and receired.
Two or more approved sureties in a sum equal
to the estimated amount of the contract will be
reqaired ard twenty per centum in addition will
be withheld from the amount of all payment on
account thereof a collateral security to secure
ita performance and not in any event to be paid
until it Is in all respects complied with : eighty
per centum of the amount of all deliveries made
will be paid by the navy agent within thirty days
after bills duly authenticated ahall have been
presented to him.

A record or duplicate of the letter informing
abide er of the acceptance of his proposal will
be deemed a notification thereof within the mean-
ing of the act of 1846 and bis bid will be made
and accepted in conformity with this understand-
ing Krery offer made must be accompanied (as di-
rected in the act of Congress making appropri-
ation for the naval serrjee for 1846-'47 approv-
.ad 10th August 1846) by a written guarantee
.signed by one or more repectible persons to the
etiect that he or they undertake that the bidder
or bidders will if hi or their bid be excepted
enter into an obligation within ten days with good
and sntlcient sureties to furnish the supplies pro-
posed. The buresu will not be obligated to con-

free of charge to the United States in good sound
well-dried bright flour barrels as above discribed
with th heads well secured : or in air and water-
tight whiskey ot spirit barrels at tbe option of
the bureau.

ture of wheat grown in tbe year 156 or 180 :
but shall in all cases be manufactured from wheat
of the crop immediately preceding the date ot
tbe requisition for the same; shall be perfectly
sweet and in all respect of the best quality and
shall be delivered in good shipping order free of
charge to the Cijired States in the best new well

Tbe dried apples shall be of the best qualitv
and shall be prepared by sun-drying only aud shall
be of the crop of the autumn immediately preced-

The pickets (ball be put up in iron-bound casks
and each ca.sk diall contain one gallon of onions.
one gallon of peppers and eight gallons of medium
cucumber fifty to the gallou and the vegteable in
each shall weigh fifty-seven pounds and they only
be paid lor; .and each cask shall then be fiilled
with white wine vinegar of at least 42 degrees of
streiigtp and equal to rrencn vinegar; the casks
vegetables and vinegar shall conform and be
equal in all respects to-the samples deposited at
tbe above-named navy-yards and the contractors
shall warrant and guaranty that they will keep
good and sound for at least two years.
The iron hoops on the barrels containing whisky
molasses vinegar and pickets to be well painted
with red lead.
The sugar shall be according to samples at the
said navy-yards and be dry and tit tor packing.
The tea shall be of good quality young hyson
equal to tbe samples at said navy-yards aad be
delivered in half and quarter chests only.
The coffee shall be equal to the best Cuba ac-
cording to sample.
The bean shall be of the very best quality white
beans aud shall be of the crop immediately pre-
ceding the dates of the requisition for the same.

The molasses shall be fully equal to the very
best quality of New Orleans molasses aud shall
be delivered iu well-seasoned red oak barrels
with white pine heads not less than 11-8 inch
thick ; the stares not lees than 5-8-inch thick ; the
barrels to be three-quarters hooped and in addi-
tion to have four iron hoops one on each bilge
1 1-2 inch iu width and 1-ltith inch thick and one
on each chime 11-2 inch in width and 1-ltith inch
thick and shall be thoroughly coopered and placed
in the best shipping condition.
The vinegar shall be of the first quality equal
to tbe standard of the United States Phartnaco-
peeia and shall contain no other than acetic acid :
and shall be delivered in barrels similar in all res-
pect to those required for molasses with the ex-
ception that icAife oak staves and heads shall be
substituted for red-oak stares aud white pine
heads and shall be throughly coopered and placed
in the best shipping order.
Ihe whisky shall be made wholly from grain.

livered in good new sound bright three-quarters

shipping order free of all charge to tho United
States.
All the foregoing described articles embracing
casks barrels half barrel and boxes shall b
subject to auch inspection a tbe chief of this
bureau may direct the inspecting officer to be ap
pointed by the Aary Department. All inspec-
tions to be at the place of delivery. Biscuit may
bowerer be inspected at the place of manufacture
'mt will in all cases be subject to a final inspection
at the place of delivery before bills are signed
therefor.
The prices of all the foregoing articles to be
the same throuhout the year aud bidders may of-
fer for one or more article.
All the casks barrels and half barrels boxes
or packages shall be marked with their contents
and the contractors name. All the barrels and
half barrels of flour bread and pickets shall bare
in addition to the above the year when manufac-
tured or put up marked upon them.
The sample referred to in this advertisement
are those selected for the ensuing fiscal year and
hare no reference tosuch as hate been pretiously ex-
hibited. The quantity of these articles which will be re-
quired cannot be precisely stated. .They will pro-

The quantities of any or all may be increased

as the service may require to be delivered at those
nary.yards respectively.
Contractors not residing at the places where
deliveries are required muat establish agencies at
such places that no delay may arise in furnishing
wbat may be required ; and when a contractor
fails promptly to comply with a requisition the
Chief of the Bureau of Provisions and Clothing
thall be authorised to direct purchases to be made
to supply tbe deficiency under the penalty to be
expressed in the contract; the reeonfbf a requi-
sition or a implicate copy thereof at the Bureau
ot Provisions and Clothing or at either of the navy
yards aforesaid shall be evidence that such requi-
sition bas been made and receired.
Separate offers must be made for each article
at each of the aforesaid nary-yaids and in case more
than one article is contained in the offer the Chief
of the Bureau will have tbe right to accept one or
more of the articles contained in such offer and
reject the remainder ; the bidders whose proposals
are accepted (and none others) will be forthwith
notified and as early as practicable a contract
will be transmitted to them for execution which
contract must be returned to the bureau within
tea days exclusive of the time required for tbe
regular transmission of the mail.

Offers may be made for one or more classes at the op-
tion of the bidder ; but all the ar:icles embraced in a class
must be bid for.
Each class will be considered by itself and the contract
for thatcla-9 will be awarded to the bidder ahose propo-
sals for the articles comprised in the class am lowest in
tbe aggregate.
Therloth for the peajackats shall be twilled pilot cloth
of American manufacture pure indigo blue wool-dyed. It
shall be 54 inches wide six! weigh 8(1 ounces pur yard. It
shall have a list on each edge composed of 24 white threads
of all wool. All pieces weighing less than 25 ounces per
yard will be rejected ; and each bale nf about 800 yards
must average 26 ounces per yard.
The cloth for round jackets blue cloth trowaers and blue
caps shall be twilled all wool of American manufacture
and pure indigo blue wool-dyed. It shall have a list on
each edge composed of 24 white threads of all wool. All
pices under 17) ounces per yard will be rejected ; and tach
bale of about three 800 yards must average IS ouuees per
yard.
The satinet must be American manufactured 27 inches
wide inside of list which list mast consist of not less than
12 white woolen threads on each edge of the cloth woven
in the whole length of the piece ; must weigh not less than
!'V ounces per yard to contain in each piece about 28
yards; the warp must be cotton pure Indigo bine yarn-
dyed; and the fiilir.g wool pure Indigi blue wool-dyed
Kach bale of 400 yards aball average nine and a half nances
to the yard and do piece shall be below 9 a ounces to the
vard. The satinet trowaers must be made o' material like
the above. The pilot cloth broadcloth and satinet of
which garments are made shall be well sponged before
made up.
The flannel must be all wool American manufactured
wool-dyud pare indigo blue and twilled ; must be in
piece of about 50 yards in length 27 inches wide weighing
0 ounces per yard with a Hat on each edge of 4 white
woolen threads woven in the whole length of the piece. To
be packed in bales of 10 piece-" the pieces to be rolled sep-
artely without cloth boards ; each bale to contain out)
yards and 156X pounds flannel. No piece to have a leas
average weight than 4 8-10 ounces per yard.
The overshirta undershirts drawers and jumpers must
be made of flannel I ike the above.
The Barnsley sheeting must be free frnm cotton SO in-
ches in width ; weight twelve ounces 81-1W per yards ; tex-
ure 4 by 4 to 1-16 Inch.
The canvas duck most be free from cotton 27 inches in
width and about 86 yards in the piece double thread warp
and filling weight eight ounces 23 100 per yards ; texture
8 by 10 to X Inch:
The shoes must be stamped with the contractor's name
number of shoe and year when made ; the sixes to be in
the following proportion for each 50 pairs unless other-
wise ordered vix : 4 of No. 5 2 of No.6 12 of No. 7 12 of

The woolen so' ks must be woven or knit. Indigo-mixed ;
ribbed all wool and of American manufacture. No. 1 leg
18iDches feet 11 inches ; ten doxen sha average three
pounds and no one pair f hall be less than three and a hall
ounces. No. 2 leg 12 inches foot 10 inches ; ten dusen shall
average two pounds twelve ounces and no one pair shall
be less than three and one- quarter ounces. The socks shall
be well scoured and in color and quality fully equal o
sample.
The mattrewes must weigh tn pounds including ticking
which is to be cut 6 feet in length and 81 inches wide. The

width. The hair ticking ami covers must conform to sam-
ples. The nankin mu-t lie Ute best blue American nankin 26
inches in width texture 5 threads by 4 threads to the 16th
of an inch dyedwithpura Bengal indigo.
The blankets m st weigh six pounds per pair and meas-
ure 5S by 73 inches each. A bale of 50 pairs must weigh
800 pound- and no pair shall weigh less than 5 pounds 13
ounces. They raun be of American manufacture made of
clean wool i nd each blanket must be narked " U. S.
Navy."
The black silk handkerchief must Ik- 81i hy MM "
ches and weigh one ounce and 12 grains.Trcr ; texture 14
by 23 to one-eighth nf an inch.
A schedule of the three sixes for each hundred p':eces of
made-up clothing will he found with the samples at the res-
pective yarda ; and all the above articles including the
ueccessary buttons rings Ac. are to be fully equal In the
qualitv tex :nre color weight and finish of material and
conform in pattern sises and workmanship to said sam-
ples. The number or quanUty which will he required of eacli of
the foregoli-g articles cannot be precisely stated. It will
not be less however than the quantity specified in the for-
going list. The contracts will therefore be made for the
qaantl'y of each article. so specified anil for such further
quantity as the bureau may require. The price muet he

All the above articles must be subject to such inspection
at the place of delivery as the chief of this bureau may di-
rect ; and no article will be received that is not fully equal
to the sample In every respect and which doe" wot con.orm
to the stipulations and provisions of the contract to be
made.
The whole must be delivered at the risk and expense of
the contractor. Kach box ami bale to be marked with the
contractor's name. The inspecting officers to be appointed
by the Navy Department.
The offers must distinguish the prices for each art'ele
mentioned in a class and must be calculated to cover every
expense attending the fulfilment of the contract including
the necsssary buttons.
In case of failure on the part of the contractors to deliver
the several articles which maybe ordered from them in
proper time and of pmpcr quality the chief of the Bu-
reau of provisions and Clothing shall be authorised to pur-rha.-eor
direct purchases to-be made aa what mar be re-
quired to supply the deficiency under tbe penalty to be
expressed in the contract ; the record of a requisition or
a duplicate copy thereof at the Bureau of Provisions and
clothing or at either of the navy yards aforesaid slull
be evidence that such requisition has been made and re-
ceived. Two or more approved sureties in a sum equal to the esti-
mated amount of the respective contracts will be required
and twenty per centum will be withheld from the amount
of a payments on account thereof aa collateral security
and not in any event to be paid until It is In all respects
complied with ; and eighty per centum of the amount of
all deliveries made will ba paid by the navy agent within
thirty days after triplicate bills duly authenticated shall
have been presented to him.

"JOIST EESOLUTIOS proposing an amend-
ment to the Constitution.
Be it rosolved by the Legislature of the State
of Texas : that the following be proposed as an
amendment to the Constitution of the State of
Texaawhich when ratified as provided lor by the
thirty -seventh section of the seventh article of said
Constitution shall be valid to all intents and
pursoses a a part of said Constitution to-wit :
Incase a vacancy shall from any cause occur
in the ofliceof Judge of the Supreme Court. Judge
of the District Court Attorney General District
Attorney Comptroller of Public accounts Treasu-
rer of the State or Commissioner of the General
Land Office the Governor shall appoint some
suitable persi.n to fill such vacancy who shall con-
tinue to discharge the duties of sueh office until
the time of the next general election established
by law for the election of State or County officers
and until his successor shall have been elected and
qualified."
And whereas it becomes mv duty in obedience
to the directions of tbe Constitution to have said
Joint Resolution published in the public prints of
the State for at least three months before the next
general election of Representatives for the con-
sideration of the people and to require the return-
ing officers of elections at the next election to
be thus holden to-wit: on the first Monday the 3rd
day of August 1857 to open poll at the proper
places in their respective counties to take tne
rote upon said proposed amendment to the Con-
stitution of all those who vote for Representatives
and make a return of said election tothe Secretary
of State giving the names of all those voting for
Representatives w ho have voted on said proposed
amendment.

said State do hereby order and direct that the
Cheif Justices of the several counties of the State
orany two of tbe County Commissioners if neces-
sary cause polls to be opened at the several elec-
tion precincts of their respective counties on the
day and at the time of tho election of Representa-
tives to the Legislature to-wit : Monday the 3rd day
of August 1857 to take the rote upon said propos-
ed amendment to the Constitution of all those
who vote for Representatives the vote may be ex-
pressed thus "For the amendment to the Consti-
tution" or "Against the amendment to the Con-
stitution." as the voter wishes and to make re-
turns of said election giving tbe names of thoso
voting for RrpreBentatires who have voted on
said proposed amendment to the Secretary of
State at Austin and endorsed "election returns
of County on the proposed amendment to
the Constitution.

THE undersigned a native of the South edu-
cated in Southern Institutions f learning and
who has devoted his entire life to the instruction
and management of Southern boys in North Car-
alina proposes to establish in the City of Austin
ou Tuesday the l3t day of September next a per-
manent male school of the highest character at
I which the young men of Texas may be fitted for
j the advanced classes of any University in the Un
ion or tor tbe active pursuits ot life. It will be
the design of this institution to elevate the stan-
dard of education in tbe State and by a rigid and
severe course of an salytical training to bring out
and develope thelpowers of the mind. The discip-
line will be efficient combining the firmness and
decision of military government with the re-
straining influences of parental authority; and
will be such as is calculated to ensure the moral
as well as intellectual imp-ovement ot those en-
trusted to tbe care of the Faculty.
The undersigned relies mainly and chiefly up-
on his own reputation founded upou a long and
successful experience in his profession and upon
the ability and merits of the Institute tor the pat-
ronage of a liberal and enlightened public. He
however subjoins a list of names to any of which
reference may bo had. Genteel board may be se
cured in respectable private families in or near
the citv at $12 per month.
TERM'S FOR THE YEAR OF TEN MONTHS:
Instruction in the ancient languages mathe-
matics the sciences (illustrated by suitable ap-
paratus) and English literature $80 00
