Boss Carpenters Intention
Chicago III April 11 Now that
each side in the carpenters strike has
issued its ultimatum the trouble seems
to have settled down to a question of en-
durance and the general impression is
that the light will be a protracted one
Boss carpenters say they propose to go
to work to fill the strikers places on

About seventy cigar makers were at
work in the Columbia faotory today

New York April 11 A briok wall
buried seven workmen under it in its
fall on Chauncey street Brooklyn to
day Air Samuel R Pyer was building
> ot houses for James Smith at
Chaunoey street and Saratoga avenue
He was directing the removal of a scaf-
fold when the wall was blown over by
wind and Mr Pyer and six workmen
were caught by the falling brioks and
slightly injured Their wounds were at-
tended to by an ambulance surgeon and
the sufferers removed to their home s

Washington April 11 The tariff bill
will be reported on Monday The sugar
and the hide men are hot and are mak
ing war on the bill thus early The West-
ern Republicans are also in bad humor
with the measure and it will be torn to
pieces in the house It is doubtful if a
satisfactory bill gets through and the
Republicans are very much discontented
The decision of the Democrats not to re-
port a minority bill is signiflcent They
rrealize that the present measure is far
from satisfactory to the Repub-
licans and so great is the dif-
ference of opinion that the
minority will rely mainly upon the dis-
affected Republicans to vote against the
measure and support a more conserva-
tive bill The Republicans are in a
hole and the prospects of release are at
bost doubtful

continues unchanged from yesterday
save that he is gradually growing
weaker and weaker His great endur-
ance can hardly sustain him more than
a very few days at the most He rests
easy and sleeps a good part of the time
His rest is natural for his state of ill
health and there is no need
to give him anything to in-
duce sleep He takes nourishment

ber and not even the fainilv aro allowed
to see him as the presence of any one he
has not grown accustomed to seeing dur-
ing his illness might excite him and in-

eral orders in the case of Lieut Steele
Headquarters Division of Missouri

The proceedings finding and sentence
in the foregoing case of Lieut Matthew
F Steele Eight cavalry ai approved
The sentence will be duly executed The
temporary loss of selfcontrol in dealing
with mutinous orewa of soldiers has al-
ready resulted in subjecting Lieut Steele
to punishment of publlo and official cen-
sure to which little can now be added by
formal reprimand The lesson taught
by this incident is instructive to all young
officers of the army by showing them the
absolute necessity of selfcommand as a
qualification in the command of men-
The abnse of subordinates by words or
blows cannot be tolerated under any cir
jdijfmstanoes The United States army
nas heretofore won unbounded confidence
by tho cool dispassionate manner gin
which its duties have always
been performed even under the
most trying oircumstanoes This
high character cannot be maintained
if officers permit themselves to be gov-
erned by feeling in their official con-
duct toward eaoh other and the men un-
der their oommand It is proper to re-
mark in connection with this case that
Lieut Steele committed an unfortunate
mistake in acting as prosecutor in the
trial of a soldier with whom he had a
personal difficulty This resulted from
accidental ciroumstance that Lieut
Steele was judge advocate of an existing
court belore which this case was 3ent for
trial Although judge ndvooate of a
court martial is not one of the judges
who try tho case and although there is
no provision of law for the ohalienge
of judge advocate by tho accused yet a
nice sense of propriety and due appreci-
ation of solfinterest should suggest to an
officer the wisdom of requesting to be
excused under such circumstances Such
request would of course Jbo respected by
the commanding general who appointed
the oourt

Washington April 11 The senate
quadrocentennial committee met this
morning and ordered the Worlds fair
bill reported with some amendments one
of which is the Daniels proposition in
somewhat emasoulated form The com-
mittee at tho suggestion of Senator
Gray modified the provisions with re-
spect to the president being satisfied of
the bona fide oharucter of the Chicago
subscriptions by making it read he
snail be satisfied of the responsible char-
acter of the subscriptions before inviting
foreign nations to participate
The Daniels amendment was modified
so as to provide that some time in tho
spring date not particularized before
the time for opening the exposition
there shall le an international naval
display in the New York harbor and
Hampton xoads and a oivio celebration
in Washington at the time of the dedica-
tion of a statue proposed to Columbus
There is no appropriation made in the
bill for these celebrations this being left
for congress to provide some time In the
future This was agreed to in the hope
that it would facilitate the bills passage
but had them so modified as not to inter-
fere with or detract from the opening at
Chicago
A suboommittee consisting of Sena-
tors Hiscook Hawley and Daniel was
appointed to make the bill conform to
the expressed wishes of Senator Farwell
SenatorHawley was selected as man-
ager of the bill on tho floor

state commission by Mr Bragg com-
missioner today decided two cases of
the New Orleans Cotton Exchange vs
the Illinois Central Railroad Company
and seventeen othersand the Cincinnati
New Orleans and Texas and Pacific rail-
way company and ten others involved
relative to the reasonableness of rates on
cotton from interior points in the ootton
growing territory to New Orleans and
relative to rates on compressed and un-
compressed cotton to Northern and East-
ern mills relative to the methods of
transportation and competition of the dif-
ferent lines in opposite directions The
points decided are too numerous to sum-
marize It establishes relative rates
from Jackson Miss and Meridian to
Novr Orleans and overrules the com-
plaint on all other grounds

ing of New Tipperory a new Irish town
established by tenants evicted from the
Smith Barry estate has been further
postponed in order to put the finishing
touches on tho most important of the
buildings Already eighty residenoe
buildings have been completed and a
number ot shops are in process of fitting
up The market is finished and will bu
opened tomorrow Preparations for the
opening of the market aro very elaborate
The building is literally decorated with
evergreens and flowers Among the

The convention of Irish landlords sit-
ting in Dublin are exhibiting a spirit of
unrest and opposition to the land policy
of the government as expressed in Mr
Balfourb purchase bill Not only does
their denunciation of the measure doclare
the belief of the convention that it is in-
jurious to the interests of the landlords
but asserts with equal vehemence that it
fails In auy respect to relieve the tenants
from the hardships they claim to be la-
boring under This declaration is sin-
gularly at variance with the contention
of the Nationals that tho bill is designed
to operate in the interests of the land-
lords solely and it is quite as radically
opposed to the claim of the ministry that
the object of the measure is to confer
benefit upon the tenants far greater than
any cont emplated by Gladstones scheme
In this view it would seem that the bill
is destined to please nobody and its fail-
ure is regarded as a foregone conclusion
jubilant liberals
The Liberals are jubilant over the re-
sult of the election in the Carnarvon dis-
trict of Wales The narrow margin
twenty votes by which they secured the
seat is not particularly well defined
ground for ebullition of joy but the faot
that they have regained a seat which
they lost in 1885 renders their rejoicing
excusable
