tomorrow publish a statement to the
eflect that Blaine was Induced to write
his last declination by two Presidential
candidates who were anxious to get him-
ont ot the way One ot these was Sena-
tor Sherman Each of them wrote a let-
ter remonstrating with Mr Blaine lor
leaving the matter of his caadidacy in
donbt They declared that personally
they had no doubt of tho sincer-
ity of his Florence letter de-
claring that his name would not be pre-
sented but pointed out that misinterpre-
tation of that letter by overzialous
friends was embarrassing everybody de-
moralizing party organization and threat-
ening the utter dlslntegra Ion and hope-
less defeat of tho Republican party Both
letters appealed to Mr Blaine to do some-
thing at once to relieve the party of this
embarrassment snd both writers swore
by all that was political that they would
stick to Mr Blaine while there was a
button on his coat and that they never
would have entered the fl d as cindl
dates themselves if they had not had tle
assurance of his Florence letter that he
was entrrely ont of the race The Post
declared that the receipt of these mis-
sives prompted Mr Blaine to write his

Since the election last summer three
distinct lines of fnture policy have strag-
gled for supremacy in the Democratic
ranks One ycleped the Heart of Oik
sired by such distinguished leaders as
C ark Shepard and Chilton demanded
that prohibition in idea and principle
should be declared sumptuary and anti-
Democratic Another championed by
the Hon Dick Wynne et si insisted that
there should be platform silence on pro-
hibition as a principle but as the late
election made it a dead Issue the rtsnlt
should be accepted by Democrats as the
finality of a vx < d question A third ad-
vocated by by Why name mt melan-
choly friends urged that ones con-
viction upon this local police regulation
whether pro or con should not tffect his
standing In the Democratic party
The relative strength of these respect-
ive policies has not been tested before the
Democratic masses
But a quasi test among the Democratic
politicians occurred recently in the Fort
Worth convention
It being a presidential year and there-
fore most auspicious in time this test
was precipitated by the advocates of the
first line ot policy All preliminary steps
necessary to victory had been taken
The result Is embodied in the folic ing
utterance
9 That we accept the result of the
vote on the proposed amendments of the
state constitution on the question of
state prohibition at the election held on
the 4ch of August 1887 as a finality and
the Democratic party ot the state ot Texas
deprecates and will oppose any movement
looking to the reopening or farther agi
tation of the question of state proMDi
tion
It appears from the published report ot
proceedings that this declaration
was unanimously recommended by a
mixed committee on platform and was
by whoop and hnrrshwithont diecnsMon
unanimously adopted by the whole con-
vention

clared it in principle and idea fundamen-
tally wrong and antiDemocratic and on
the other hand a mere acceptance of a
popular TKrrdlcfgtThe latter concedes no
wrong In prohibition but popular disfavor
a lack of sufficient votes The same
serene resignation o public opinion
would under reversed circumstances
make It exceedingly right proper and
Democratic Moreover tie heart of oak
In proscribing prohibition in principle
logically condemns it In all its forms
But this ninth plank merely accepts a re-
sult as to ouly oneof its forms and it the
least prevalent form in the world
There Is no form of prohibition

years another convention fresh from the
people passes the resolutions

When the Dallas convention meets its
utterancss will be binding upon all

anti prohibitionists last summer snap

nounce It
4 But since they would resolve upon
this question what in your judgment
should have been uttered
It is idle and immaterial to say now
Yet if one however insignificant mar
speak without treason who has loved the
party long and served it well in the ranks
with no possible hope or desire for pro-
motion would say this
At Fort Worth absolute silence on
statu prohibition
At Dallas no test ot fellowship on
prohibition to pro or anti who believed
in Democracy voted for Democracy and
helped Democracy against all other
political parties whatever
5 But leaving out questions of con-
struction and authority what in your
In gment will be tho practical effects of
the Fort Worth platform
As to this I hope I am mistaken but
my judgment is that it will hurt prohibi-
tion in alllts torms far more than the heart
ofoak plank conld hava done Against
that plank the moral seuse of the people
would have revolted Against this ninth
plank which I have considered in its
most creditable form and according to a
most charitable construction there is
practically no defense It contuses men
It has no clearness It is ot doubtful
Interpretation It means everything or
nothing according to the standpoint cf
observation So much for its theory
But In Its practical bearing tendencies
and result it surrenders the field to whisky
from shore to shore so far as Democracy
is concerned
Because the men who voted for it are
the great leaders In Democracy they at
least are bound by It they in all proba-
bility will constitute the Dallas conven-
tion and 3 a great part of them are as-
pirants for office having once tsksntre

It any man of that convention feels ag-
grieved by this last statement I ask his
pardon j lyfully being joylul that it ap-
plies not to him I have only given my
honest judgment as a Democrat upon a
grave matter one that is of vltsl interest
to me and all humanity

and vote for It when opportunity serves
as a matter of conscience It Is true

stem the tide that has set in for ex Sena-
tor Thurmaa tor Vice President Dis-
patches were sent lrom here today to
Mr Thurman informing him that he
would be nominated by acclamation but
the Gray men profess not to be discour-
aged and are making a vigorous contest
Toe Hendricks cin1 from Indianapolis
arrived this evening and marched
through the streets and the principal
hotels hurrahing for Gray An executive
committee of the Indiana men met the
Pacific coast delegates at 11 oclock to-
day in the headquarters of the California
delcgationat the Sjuthera hotel Colonel
Mataon the Democratic candidate for
Governor in Indiana speke for Gray
iointing out the necessity of
carrying Indiana and claiming that with
out an Indiana man on the ticket the
prospects would be anything but encour-
aging in that state particularly it the Re

of the same general tenor were also made
by Charles Jewett chairman cf the state
committee Judge Holmanot Indianapolis
and others The California delegates

perhaps 30 to the Gray dcltgates A
