TEXAS SOCIETY SONS OF THE AMERICAN REVOLUTION
BOARD OF MANAGERS MEETING
NEW BRAUNFELS, TEXAS, OCTOBER 29, 1994
President William N. Floyd called the meeting to order at 9:00 A.M. Chaplain Ralph Smith gave the prayer.
President Elect Harrington led the pledge of allegiance to the US flag. Compatriot Ross Shipman led the pledge
to the SAR flag.
President Floyd welcomed everyone to the meeting, especially our special guests Compatriot Larry Loker, Vice
President General of the South Central District, and Dr. McCarthy Demere, Historian General, who both brought us
greetings from NSSAR and a report of the activities of their respective offices.
After discussion and a straw-vote about endorsements of candidates running for National Society offices,
Compatriot Clell Sechrest moved that the Texas Society support all of the candidates running unopposed, and that the
board endorse Dr. McCarthy Demere for Genealogist General which is the only race where two candidates are involved.
Motion was seconded and passed.
President Bill moved for acceptance of the minutes of the last board meeting without the secretary reading
them, motion was seconded and passed.
Chancellor Madison Wright then gave the standing rules for the meeting. He moved adoption of the rules. Motion
was seconded and passed.
President Elect C.R. Harrington reported that he had visited several chapters so far this year and plans to
visit more. He is looking forward to the continuance of this year and will be available to help any way he can.
Treasurer Gibson reported on the financial statements. The Kemper Fund securities were sold as directed by
the board. The loss amounted to $6,393. The cost of producing the roster exceeded the amounts collected over the past
few years by about $1,270 which amount he has shown in the statements as an expense of the general fund, since it must
absorb the difference. Secretary Gibson moved approval of the financial statements. Motion was seconded and passed.
Chaplain Ralph Smith reported that we need information as soon as possible on the deceased compatriots. Many
times this information is found out through the dues notices. Since the last annual meeting Chaplain Smith has sent
thirty letters of condolence. He reported on his other activities as chaplain and color guard participant. He asked
for the board's prayers on his upcoming trip to Israel where they will be testing the peace process. Chaplain Smith
announced that this was his seventh year to serve as chaplain of TXSSAR and that he would not be a candidate for office
next year. Compatriot Joe Hill Moved that Chaplain Smith be thanked by the board for all of his years of faithful
service. Motion seconded and passed.
Chairman of the Council of Chapter Presidents Gerald Wikle reported that a completely new chapter manual was
passed out to the members present. It has been completely revised this year and hopefully will continue to be of help
to that group.
Historian James Head showed a copy of one of the first copies of the pledge of allegiance to the flag which was
printed in 1892. For a $25 donation, he will give you a copy of the pledge in color, plus a copy of the surrender at
Yorktown and a copy of the battleship Texas. He also announced that the dates of Ben Powell's service as President
should be shown in the State Roster as 1948, not 1942. He also served as President of the Texas Society, Vice
President General and Chancellor General. Please correct these dates in your rosters. He also has prepared a copy of
the members of the first Continental Congress. He also has several other articles of interest. We have 23 chapters out
of 45 who have newsletters. If there are any not being sent to him, please send them.
Newsletter Editor Emmet Parkerson announced that its in the mail.
Del Fowler passed out a new brochure for the Perpetual Membership program. He then went through it page by
page. He then proposed approval of a perpetual membership for dual members at a cost of $200 per chapter. Motion was
made, seconded and passed.
Compatriot Fowler also asked for approval of a proposal to change the National Constitution and Bylaws to
provide for a Vice President General for Membership. Motion was made, seconded and passed to recommend adoption.
Compatriot Fowler moved for approval of a new chapter, The Samuel Marcom Chapter, to be based in Kingsland,
Texas. Motion was seconded and passed.
Vice President of District 3 Reed Dillon reported that the Uvalde Chapter was begun with a minimum of members,
It will be a viable chapter but will not have a lot a members,
Vice President of District 4 Charles Reeve reported that they are still working on a chapter in Gatesville,
Vice President of District 5 David Crymes reported that he was getting some publicity by wearing his period
uniform.
Vice President of District 6 John Stepp reported on his activities. His report is on file. He also said he
enjoyed the South Central District meeting for a glimpse of the workings of the national society. He enjoys the
fellowship of the meetings very much, and hopes to have more joint meetings with fellowship in mind.
