Compatriot Hightower talked about the district meetings that were held in district 4 as being very beneficial
and suggested that a constitutional amendment regarding regular meetings at that level might be helpful. Compatriot
Hightower will prepare an amendment to this effect. Compatriot Eddleman volunteered to help with this. Motion was made
that amendments to the constitution and bylaws be written and circulated to the chapter presidents and secretaries as
required by the bylaws. Motion was seconded and passed.
Compatriot Charles Reeve, reporting as Flag Committee Chairman said one of the things the committee had not
been able to obtain was a report from the chapters on how many flag certificates had been presented. If you can report
to the national flag committee that a certain percentage of your chapters had presented even one flag certificate, then
you would get a streamer for your flag presented by the national committee. In the past several years, there have been
only seven chapters who have reported. He requests that this information be added to the reports of the chapter
presidents. Chairman Wikle said he would add the information. Also Jack Haughton said he would add it to the
information on the Americanism and Outstanding Chapter competitions.
Medals and Awards Committee Chairman Jack Haughton reported that the Fire and Safety Commendation Medal has
been issued by the National Society but we as a state society have not yet adopted it. Chairman Haughton moved that the
Texas Society adopt the Fire and Safety Commendation Award and not only encourage the chapters to award the medal but
also the state society make the award. Motion seconded and passed. Chairman Haughton also moved that the Law
Enforcement Committee be renamed the Public Safety Committee and have two sub committees, one for law enforcement and
one for fire safety. Graham Martin pointed out that a motion was not necessary. The President has the prerogative to
set the committee structure as he sees fit. Compatriot Joe Hill recommended that the motion be in the form of a
recommendation to the president. Motion seconded and passed.
Chairman Haughton also reported on the Calvin Coolidge Essay Contest. This is a national contest and in the
past, the entries have been sent directly to national by the chapters participating. Chairman Haughton is recommending
that in the future, the chapters also pick a winner and have an award at the state level. Motion was made and seconded.
Motion passed.
Chairman Haughton announced that the Carl Wallace Plaque was full, so he moved that the old plaque be retired
and a new one prepared in its place. Motion seconded and passed.
Chairman of the budget committee Ross Shipman reported on the budget preparation. Five years ago, we started
the Council of Chapter Presidents and it has been suggested that the Council of Chapter Presidents be put in as a line
item in the budget. He then asked for an estimate of how much should be put in for next year, and asked that this be
given to the budget committee at their meeting at the state convention in San Antonio.

time for him to give notice, which has to be done at least 30 days before the annual meeting. Secretary suggests he
receive them by January 12th.
Charles Motz, chairman of the Eagle Scout Competition says he has had 21 responses to his letter requesting the
Chapter Chairman's name. So far 546 application packets have been ordered from national, We will have a winner
regardless of the problems.
Compatriot Joe Hill thanked everyone for their contributions to the Patriots Fund and says because of these
contributions have built the fund up to around $130,000. Sometimes we don't advertise that a lot of the patriotic
projects are paid for out of the fund earnings. The fund trustees have come up with a couple of ideas for fund raising.
He then asked David Crymes to report on lapel pins for various levels of giving to the fund. The other money raising
idea came from Rice Aston, who reported that a form has been devised for a pledge to the fund out of your estate which
is non binding on your estate. Your executor can give nothing or a larger amount if he chooses. The fund has raised
around $4,000 to $8,000 each year by including a line on the dues notices for this purpose.
