agreement is a preliminary step, and has to be
approved b5 the Federal Communications Commission.
Carter said the key reason for the sale is federal
legislation making it impossible for the Carter
Foundation to continue owning 25-percent of Carter
Publications. That, plus present and planned FCC
regulations, made the sale at this time appropriate.
