allocating administrative responsibility, clearly defines the duties L
each of the administrative agents of the district. The third part of
the study points out that in many cases administrative functions are
not being performed by the agents that are best qualified to perform
them. In the fourth division the conclusion is drawn that the admin-
istration of the common schools may be improved by: (1) "Clarify-
ing the duties of each official, and (2) allocating administrative
responsibility according to sound educational theory ...." Provisions
for making the recommendations effective are offered.
JONES, Louis B., An Evaluation of the Tolar Elementary School,
Tolar, Texas. Master of Science (Public School Administration),

This study is an evaluation of the Tolar Elementary School for
the purpose of determining its weak points and strong points. The
school is evaluated on the basis of criteria found in the Evaluative
Criteria, published by the Cooperative Study of Secondary School
Standards. Since the Evaluative Criteria was originally published
for use in secondary schools, it was necessary to make certain adapta-
tions and modifications in order to apply it to an elementary school.
After a brief introduction, the philosophy and objectives of the school
as formulated by its professional staff are presented. This study is
followed by a survey of the pupil population and school community.
The educational program of the school is studied in chapters on cur-
riculum and courses of study, pupil activity and library service, in-
struction, and outcomes. Additional chapters deal with the school
staff, plant, and administration. A number of conclusions are drawn,
and recommendations made for improvement of the school plant, ad-
ministration, staff, and the educational program.

The data for this study were taken from the following sources:
(1) The Harlow Achievement Tests given in Denton County in 1934-
35 and 1935-36, (2) the county superintendent's annual report, and
(3) the transcripts of approximately one hundred fifteen teachers
in the county superintendent's office.
The problem in this study is to determine what effect the size
of the school, training and qualifications of the teachers, and sex
have upon the achievement of elementary school children in Denton
County. The study includes the introduction, the size of the school
as a factor of achievement, training and qualifications of teachersI
