HOUSIhG OPPORTUNITIES FOR PERSONS WITH AIDS (HOPWA) PROGRAM
FUNDING ANNOUNCEMENT
This week HUD is announcing the 1994 allocation cf $140.4
million for the Housing Opportunities for Persons with AIDS
(HOPWA) program. Funds will be distributed to 34 metropolitan
areas and 20 States, to address the housing and services needs of
persons living with HIV/AIDS.
The HOPWA program assists States and localities in creating
and funding long-term strategies to assist low-income persons
with HIV/AIDS and their families. These communities are
encouraged to for active partnerships with nonprofit
organizations to coordinate efforts with the related health
services assistance provided under the Ryan ;hite CARE Act.
The program authorizes a full range of eligible activities
to prevent homelessness among persons living with HIV/AIDS,
including funding for the acquisition, rehabilitation and new
construction of community residences and single room occupancy
(SRO) dwellings, rental assistance, short-term payments to
prevent homelessness, supportive services and other costs.
The 1994 appropriation for the HDPWA program is more than
three times larger than the amount appropriated in the first
year, 1992. Allocations are based on an area's AIDS cases and
the relative incidence of AIDS in a community.
Funds are used in a variety of ways, including:
" In San Francisco, for capital costs for residential AIDS
facilities following an intensive needs assessment to determine
unmet housing needs;
* In Florida, combining housing assistance and supportive
services in individualized care plans that are developed by the
client with assistance from case managers;
* In Ta.as, offering both short-term re t, mortgage, and
utility payments as well as rental assistance to residents in a
program coordinated through the HIV services providers under the
Ryan White CARE Act program;
* In Seattle, developing a five-year AIDS housing plan to
guide the community in expending funds on programs and
establishing development priorities;
* In Los Angeles, using funds for predevelopment
feasibility assessments and for renovating existing residential
AIDS shelters to upgrade the facilities to meet new licensing
requirements;
