"LGRL's continued presence at the State Capitol is
critical to the future of lesbian and gay rights in
Texas. Supporting LGRL is the single most
important thing you can do to help secure equal
rights for gay and lesbian Texans. LGRL must be a
strong, financially sound and well supported
organization if we are to make a real impact at the
Texas Capitol. ..." Message from State
Representative Glen Maxey.
LGRL'S 1997 LEGISLATIVE RECORD:
BAN ON SAME SEX MARRIAGES. Although Texas law currently
prohibits same-sex marriages right wing extremists repeatedly
sought to enact a ban prohibiting the recognition of same-sex
marriages that might some day be recognized by other states. LGRL
managed to keep the bill bottled up in committee until the end of the
session. On two separate occasions our nemeses State Reps. Warren
Chisum and Arlene Wohlgemuth tried to first bring the bill before
the full house and on the second attempt to attach it to another piece
of pending legislation. Both attempts failed.
EMPLOYMENT DISCRIMINATION. House Bill 487 would have
prohibited discrimination in the workplace based on sexual
orientation. For the first time we managed to secure a hearing on an
anti-employment discrimination bill. It took a great deal of effort
and time to secure a hearing.
NON DISCRIMINATION IN EDUCATION. House Bill 1258 would
have prohibited discrimination in schools on the basis of race, color,
sexual orientation, national origin or religion. The bill and the
testimony offered at the hearing received a favorable reception.
Support for this bill increases with each session.
HATE CRIMES. The struggle to amend the existing Hate Crimes
Act to specifically include gays and lesbians continues. We
encountered increased opposition this year and only after a great
deal of effort the bill was voted out of committee by the Senate.
4 HIV/AIDS MEDICATION FUNDING. Through some very adroit
legislative maneuvering an additional $4.1 million was allocated for
the purchase of new drugs such as protease inhibitors.
