SOUND ON FILM COMING
The Congress of Racial Equality says it intends to
fight for an end to the grade-a-year integration
program of Dallas schools. The group hints it will
go to federal court if Dallas officials fail to
fully integrate public schools. The Reverend Earl
Allen, on the right,1M    recently         regional
director of Core, says the stair-step plan is not
being enforced and is unconstitutional, anyway.
He says there are many areas in which Core intends
to act, among them      what he calls the
discriminatory policies in hiring by the City of
Dallas. But he says the schools are the more pressing
problem and there must be aO   on before this fall.
