Council has good
idea for appointment
1 he San Diego City Council has voted to "solicit" appii-
|! cants to fill a vacancy on that body. That is a progressive
JR. notion that deserves both comment and applause.
The idea although not new, is not one commonly used. The city of
Corpus Christi used such an approach when councilman David Ber-
langa resigned his post . ^ _
In fact, die idea was suggested to the San Diego School board two
years ago by the COPS group.
But back to the city. The proposal was advanced by Mayor Amando
Garcia who tokl the council the idea came from City Attorney Rocky
Carrillo. Members were slightly puzzled by the approach but went
along.
What this process does is three things.
Fust, it opens up the process to people who may find the political
arena distasteful. The prospect of running for office; and all it's atten-
dant political requirements, is not very inviting.
We must point out, however, that whoever is selected will be
required to run in August to complete the seat's unexpired term.
Nevertheless, asking people to volunteer will get you people who want
to serve. _ .
The second benefit from this process is that it takes it out of back-
room politics. The selection is still made by a few but the choice is not
limited to a few. Anyone and eveyone could ask to be considered.
Should the council select a lesser qualified but "politically correct"
candidate, they expose themselves to public ridicule.
By taking the process out of "smoke-filled" rooms, you bring public
trust for the individual selected and the council as a whole. This is the
third plus in this idea.
The San Diego City Council should be commended for its foresight
The more we open up the political process the closer we come to the
democratic ideals embodied by a free society.
The San Diego School Board should take note of their colleagues at
the City. They too should fill their vacancy by a procedure which will
win praise rather thon one which will cause the voters to pause.

An update on last week's column of some note. It apears that the pro-
posed new state prison site in Duval County may have an Alice address.
The general area where the prison is located is served by a rural carrier
out of the Alice Post Office.
The prison could get a postal box in San Diego to keep a San Diego
address, but if it will get its mail delivered it likely will cany an Alice
address.
We point this out only as an irony whichmay be a percursorof things
to come where the prison is involved.

Education is top priority of any school,
employment should be down the list
an Diego school trustee Tommy Molina has spoken the words
l many have been yearning to hear. The business of schools is
to educate and a school board should concern itself with that
noteworthy goaT
"I want us to be education minded as aboard," Molina told his fellow
board members.
That is a three-cheer notion if there ever was one. The community
should voice a united, loud and enthusiastic "Hooray" for tire prospect
Molina out that the board had the district's financial crisis
imrUr some control and now was the time to move on to pursue the
higher goal He suggested that the board adopt a three year plan to
improve declining scores much like they did in their attack against their
deficit finances.
Molina is a thoughtful and tactful individual. Let us elaboration his
idea — points which we know he is aware of but which he likely
reserved for less public debate with his colleagues.
School trustees are known as the "Board of Education" not the
"Board of Employment." Unless and until that notion is completely
understood and embraced by the board, we will continue to suffer with
academically inferior institutions.
The board has no business involving itself in day-to-day personnel
problems, it has a duty much higher than that It is the superintendent's
job to take care of the administrative affairs of the school.
Which brings us to another point. The superintendent as a profes-
sionally-trained educator should provide the board direction and the
district personnel leadership in the area of educational improvements.
It is sad to say that in San Diego that has not been the case for many
years.
The move towards improving education results will have to start
with a move to improve the leadership of that effort. We have urged a
change before but the opportunity has never been better than today.
The San Diego Independent School District needs a complete
overhaul. It cannot be done by someone who has become part - and
could well be the chief architect-of the problem.
If trustees are serious about improving the quality of our children's
education they must start at the top and they should start now.
