Dear Mr. Throe:
Thank you for your inquiry today about our successful appeal
to the State Property Tax Board with regard to our Index 2 value.
The S. P. T, B. originally set our Index 2 value at $545,089,274.
Based on our appeal they lowered our value to $542,000,199. This
represents a net lowering of $3.089,075.
• FACT: Mr. Throm, Assistant Suparintandant for Financo, addrossod tho question about
tho ECISD State Property Evaluation at a public moating on Jan. IS, 19B3 at the
ECISD High School Auditorium. Members of the Wharton County Taxpayers ware
present at the moating to hoar Mr. Throm state:
1. ) Ha had reviewed the values set by the state and could find no discrepancies.
2. ) Prior administrators had appaalad the state’s value and ware unsuccessful.
• FACT: Mr. Throm purchased from the State Property Tax Board the complete set of work
papers used to determine the State Property Tax value of ECISD. Those papers
are available for inspection either at the State Property Tax Board or at the ECISD
Administrative Office. Again, after examination of the papers, he could find no
discrepancies. Based on all of this evaluation, ha had no facts upon which to file
an appeal.
Innuendo—
The East Barnard School District had appealed the valuations set
by the State property Tax Board. By appealing the boards valua-
tions, they ware successful In lowering the states’ valuations of
their district's property. This means they will receive more support

As you know this value is the one that the Texas Education
Agency uses in determining each school districts Local Fund Assign-
ment. The Vharton I. S. D. will realize a savings of $4,633. based
on a multipier of .0015. It should he noted that the State Board
of Education has recommended to the legislature that the next years
multiplier be set at .0010. If this is the case then the net savings
to Nharton I. S. D. would be $3,089.
