walls.” Bentsen said in
remarks introducing the
resolut ion to the State
“Every month billions
of dollars worth of
Japanese televisions,
autos, computers and
toys crowd into our ports
and stores as fast as
Japanese producers can
pile them into ships A lot
of these ships return
empty because we could
scarcely fill one small
steamer with the beef
and grapefruit which
Japan permits to squeeze
under its trade walls.”
the Senator said
Bentsen’s resolution
expresses the “sense of
the Senate" that the
Administration should
seek access to Japanese
beef and citrus markets
for U.S. products during
trade talks with Japan
Oct. 20. If open access is
not granted, the
resolution suggests that
the U.S. “evaluate what
remedies under U.S. law
and international
agreements are ap-
propriate."
Currently, Japanese
trade barriers have held
U.S. beef imports to only
nine ounces per Japanese
per year. Estimates show
imports could increase
seven-fold and raise U.S.
cattle industry income by
$340 million annually, if
barriers were lifted.
Japan’s imports of U.S.
wsljm
grapefruit juice are
limited to 13 2 million
pounds When Japan
relaxed barri‘*rs against
lemon imports, U.S.
lemon exports soared 30-
fold.
“It’s time for the
Administration to prove
its willingness to produce
results for U.S. farmers
and ranchers . before
any more jobs and
paychecks are lost
because of unfair foreign
trade barriers,” Bentsen
said
“This resolution is
intended to stiffen the
Administration’s back in
the upcoming Japanese
trade negotiations It’s up
to Congress to hold the
Administration’s feet to
the fire It must un-
derstand clearly that
those barriers against
beef and citrus violate
international trade
agreements and
Congress wants those
barriers down,” Bentsen
said
