Christmas Spirit
Abounds In Duval

Despite hard economic
times, Duval County re-
sidents have come out
strong in demonstrating
their Christmas spirit.
Both Christian sharing
and Santas were much in
evidence.
The Texas Department
of Human Resources in
Duval County, yesterday
distributed toys and
food to needy families.
The donations were all
from projects undertaken
by local groups.
Encarnacion Escamilla
with the Food Stamp of-
fice reported that the
Duval Sheriff's Depart-
ment contributed 300
toys for the county's
less fortunate children.
The Sheriff's office
gathered the toys at two
raising events for
that purpose. One hun-
dred toys will be given
away in each of the
county's thre^ main ci-
ties of San_Biego, Bena-
vides and Freer. Kids
in the smaller communi-
ties of Concepcion and
Realitos will also re-
ceive toys.
In San Diego, the
High School Student
Council and the Junior
Commissioners Court Orientation

Workshop Lacks Participants
County Judge Gilberto
Uresti and County Commi-
ssioner elect Bob Lee of
Freer were the only ones
to show-up at Thursday's
scheduled transitional
•lentation workshop for
le newly elected Coun-
ty Commissioners Court.
All four current commi-
ssioners as well as the
incoming County Judge,
Frank Garcia, and County
Commissioner elect S1-
glfredo Flores, were ab-
sent from the meeting.
The meeting, called
by Uresti to inform the
incoming Court of the
current finances and ge-
neral operations of the
county, was postponed
for a later date when
more members could be
present. Garcia and
Flores could not make
the meeting because of
previous commitments,
according to Ernesto
Gonzalez of Freer, who
billed himself as a mem-
ber of the "transition
team". The absence of
the current commission-
ers was not explained.

ployees were on hand to
make presentations to
the new members of the
court. Instead of mak-
ing oral ^presentations
they gave Lee written
reports. Lee Indicated
he would not be able to
make any other meeting
between now and the
first of the year when
he will be sworn into
office.
Uresti and Lee did
hear one presentation by
the Office of Economic
Development who had
brought 1n guests from
San Antonio and College
Station for the meeting.
Uresti told those pre-
sent, that since these
Individuals had come
from so far away they
should make their pre-
sentation to the sparse
gathering.
Alfredo E» Cardenas,
Director of the Office
of Economic Development,
told the Court that
since this office is
scheduled to be phased
out 1n December, only
one project remaineo
outstanding. The office
Is In the midst of deve-
loping a planning grant
for an agribusiness in-
dustrial park. The first
part of this project was
a preliminary feasibi-
lity conducted by the
University of Texas at
San Antonio and Texas
A&M University. Members
of these two schools
were present to give the
court the results of
this feasibility.
Dr. Robert Branson
with the Texas A&M Dep-
artment of Agricultural
Economics presented a
seventy five page re-
port. The report indi-
cated that certain types
of agricultural enter-
prises could be develop-
ed in an agribusiness
setting. Among these
enterprises were a milk
processing facility, an
egg laying operation as
well as a broiler faci-
lity, a commercial mes-
quite operation, and
landscaping facilities
for laurel and sage.
Branson Indicated
that this study Is only
a start and that much
more detailed studies
are needed. "You should
not let this effort stop
here", Branson told
those present.
Uresti will try again
to have an orientation
workshop for the incom-
ing Commissioners Court.
He will contact Garda
and Flores to see what
may be a suitable date.
High student body con-
ducted spirited can
drives. Some twenty to
thirty families in San
Diego will be able to
have a decent meal for
Christmas thanks to the
efforts of these young-
sters. In addition, the
Department of Human Re-
sources managed to se-
cure some six donated
turkeys also to"be given
to needy families.
The San Diego Rotary
Club held its annual
Christmas Party in which
each Rotary member spon-
sor a needy child and
presented him or her
with a gift. Some thir-
ty children were on hand
at the Rotary Party to
see Santa and to receive
their gifts.
The Benavides Cham-
ber of Commerce will be
giving away bags of
Christmas goodies to the
city's children at,10:00
AM today. This is an
annual project of the
Benavides • merchants.
Children in Realitos and
Concepcion will also be-
nefit from this genero-
sity.
Christmas bags were
also handed out at the
San Diego City -Council's
First Annual Fiesta Na-
videna. Some 1,200
children partook of this
program. The City's
Fiesta also included the
arrival of Santa Claus
on the City's Fire En-
gine and the lighting of
the official City tree.
The City tree was deco-
rated by ornaments made
by local school child-
ren. The children re-
ceived prizes for their
creations.
First prize in divi-
sion one went to Rocky
Juarez. Second went to
Jesus Ortiz and third to

Rosalinda Flores
Appointed To
Benavides Council
Rosalinda Flores has
been named, by the Bena-
vides City Council, as
the replacement on the
Council for the late
Deodoro Chapa. Flores
will be sworn in at the
next council meeting.
. In other business,
during its December 19
meeting, the council
voted to hire Abelardo
Garza of San Diego to
represent the City in a
potential lawsuit in-
volving Mario Perez.
Perez is being repre-
sented by Baldemar Gu-
tierrez of Benavides.
Garza felt he was not
prepared "at this time"
to eomment cn the nature
of the lawsuit —
During the communica-
tions portion of the
meeting, Mayor Archer
Barton informed the City
Council that he had been
approached by several
city employees with a
request for a Christmas
bonus. Barton told the
Council that state law,
prohibits cities from
granting bonuses "unless
they are in the budget".
Considering the finan-
cial situation the City
is in, in addition to
the prohibition of the
law, Barton felt it
would not be possible to
grant this request.
