The February term of
the Duval County Grand
Jury was sworn in at
11:00 AM on Monday, Fe-
bruary 2, and by 5:00 PM
that evening had re-
turned criminal indict-
ments against eleven in-
dividuals.
Assistant District
Attorney, Rudy Gutie-
rrez, said such quick
action was posible be-
cause no cases had been
presented to the pre-
vious grand jury for
several months and his
office was ready to pro-
ceed immediately once
the new jury was seated.

rienced some anxious mo-

cy meeting on Thurday,
January 29 but were
unable to reach any con-
clusion.
The Board met at ano-
ther emergency meeting
on Friday, January 30 at
1:30 PM. The purpose of
the meeting, as listed
on the agenda, was "con-
sideration on complaint
alleging miscalculations

At Issue was how the
semester test grade was
used 1n calculating the
third six weeks grade.
The Bazans contended
that it was school po-
licy that this test
grade was to be used 1n
determining six weeks
averages. School admin-
istrators countered
that no such policy
existed. Each campus,
they said, has its own
policy. In the final
analysis 1t is a discre-
tion of each teacher.

Three local men were
Indicted for aggravated
assault; they are Leo-
poldo Canales, Jr., Luis
Rene Canales, and Domin-
go Gonzalez. They al-
legedly assaulted one
Frank Solis, Jr.
Arturo Cantu of San
Diego was Indicted for
unauthorized use of a
motor vehicle. Mean-
while, Raymond Solis of
Benavides was indicted
for aggravated assault
on a peace officer.
The *grand jury no-
billed Antonio Munoz of
Freer who was accused of
burglary of a vehicle.

They came back and told
the Board It would have
a significant impact. As
a result, according to
school officials, the
Bazans withdrew their
complaint.
The issue drew added
significance because the
The Freer City Coun-
cil hired Zane Welch of
Freer as its new police
officer at a special
meeting of Friday, Ja-
nuary 30. Welch comes
to the police department
with eight years of law
enforcement experience.
Welch becomes the
third officer in the
Freer Police Department,
which Includes Chief
John Spillers and offi-
cer Catarino Trevino.

lez.
County Judge Garcia
New CAA Chairman
Duval County Judge
Frank Garda has been
elected Chairman of the
Community Action Coucil
of South Texas. The
Council is headquartered
In R1o Grande City and
serves the four County
Garcia
area of Starr, Zapata,
J1m Hogg and Duval.
Community action ope-
rates various poverty
programs 1n Duval Coun-
ty, Including the Pal-
sano Day Care Center as
well as day care centers
1n Freer and Benavides.
Other programs run by
community action are the
WIC program, transporta-
tion programs, and
others.
"The agency has a
budget of over five mil-
lion dollars", said Gar-
c1k, "and over a million
of that 1s spent 1n Du-
*val County."
Garcia also pointed
out that the agency has
a thrlty men board of
directors with represen-
tatives of the poor, the
public sector and the
private sector.
SD Council
Meets Today
The San Diego City
Council will hold Its
regular meeting tonight
at City' Hall and will
consider calling an
election for the mayor
and two council seats.
The meeting starts at
7:00 PM.
Also appearing before
the council will be Joe
Dan Casas, who will ap-
pear on behalf of the
San Diego Little Miss
Klckball who 1s Request-
ing the City's help 1n a
third field needed to
host the state tourna-
ment.
The Council will be
considering the exten-
sion of the current mu-
nicipal judge's employ-
ment; holding a public
hearing on the city's
street lights; and look-
ing Into the formation
of a coalition of city
councils In the county.
Fire Claims Life
J. C. Meriott, 85,
of Freer lost his life
when his home,, located
at 204 E. Hahl, caught
fire. The fire occured
at 4:30 in the morning
Of January. 28. -
The Freer Volunteer
Fire Department respond-
ed to the fire and re-

Benavides Sewer Project Progresses

servation and Reclama-
tion District heard a
progress report on Its
Benavides Sewer project
at Its meeting of Janua-
ry 29. Engineer Don
Rehmet told the board
the project 1s progres-
sing fine.
He did cite two Items
that the board needed to
be made aware of. First,
he told the board the
the contractor, G & G
Construction, had fired
Its superintendent, Au-
gustin Hernandez, and
that he had been part of
the contract. The board,
he said, needed to ap-
prove Hernandez' re-
placement, Leandro Cba-
pa. He had checked Cha-
pa out and recommended
him to the board who ap-
proved of h1s hiring.
Another Item needing
the board's attention
was the contractor's
ability at paving the
roads after their work.
He told the board that
they had made the con-
tractor "pull up" some
of their asphalt and
made them do 1t again.
The problem Is under
control.
"If you get any
calls", said Rehmet,
"tell them that we will
do a good job."
"The people 1n Bena-
vides are going to have
to bare with us", said
Trustee Rodolfo
"everything will
back to normal."

The Board also heard
that arrangements had
been worked out to drill
a test well for the pro-
posed new water well 1n
San Diego. "We need to
have this well done by
summer", said Board
President Carlos Monte-
mayor, "that's when we
