Registration
Schedule Told
Director of Instructional Services for Kermit
Independent School District D. M. Mayer has announced
the registration schedule for the 1974-75 school year.
Eighth grade students are to kick off registration on
Wednesday, Aug. 14, and the remaining local students will
register on Aug. 15 and 16.
If parents know a student will be on vacation on the
registration date, it will be helpful for parents to contact
the building principal and leave the student’s name.

A petit jury list containing
the names of 64 Winkler
County residents has been
released from the office of
Winkler County Sheriff Jerry
D. Bell. The prospective jurors
are scheduled to report for
possible jury duty in Winkler
County Court, Tuesday, Aug.
13, at 9:30 a.m.
Included on the list are 53
Kermit residents and 11
persons from Wink.

Funeral Services
Held For Earl Vest
Funeral services for William
Earl Vest, 66, a prominent
rancher in Winkler and Ward
Counties, were held Wednesday
afternoon at 2 o’clock in First
Baptist Church of Monahans.
Rev. William Taylor officiated.
Burial was in Monahans
Cemetery under direction of
Wilson-Miller Funeral Home.
Mr. Vest died Monday, Aug.
5, in Medical Center Hospital
at Odessa. He had been ill for
seven years.
Born Jan. 10, 1908, in
Monahans, Mr. Vest spent all
his life on the ranchlands of
West Texas. Friends recall that
he was a “Cowboy’s Cowboy,”
at home in the saddle, whether
in a rodeo parade, at work on a
ranch or out for a Sunday ride.
During his days on the cattle
trails of West Texas, he did
what he liked best — work
cattle.
Aside from ranching, Mr.
Vest was also active in local
affairs in both Winkler and
Ward Counties. He was a
director of Kermit State Bank
and First State Bank at
Monahans. He also served as a
Ward County Commissioner
from 1935 through 1942. A
member of Monahans Masonic
Lodge No. 952, he was also a
member of the El Paso Scottish
Rite and the El Mada- Shrine
Temple in El Paso.
Survivors include his wife,

WILLIAM EARL VEST
A Winkler County Court
jury Tuesday found Santiago
(Jimmy) Silvas of Monahans,
and formerly of Kermit, guilty
of possessing marijuana, a total
quantity of less than two
ounces.
The three-man, three-woman
jury deliberated 17 minutes to
reach a verdict of guilty and an
additional 22 minutes to
determine the punishment. The
jury set a fine of $750 and a
jail sentence of 180 days, but

Dr. Joe Heath will be
guest speaker at the annual
graduation ceremonies for
the 1974 LVN class of
Memorial Hospital in
Kermit.
The ceremonies will
take place at 8 p.m.
Friday, Aug. 9, in the
sanctuary of First United
Methodist Church.
A total of 20 students
will receive their diplomas
during the ceremony and
the public is cordially
invited to attend the
event.
Humane
Officer
Named
Kermit Police Chief Melvin
Bartley informed The News
recently that Kermit Police
Department is once again at
full strength with the addition
of a new Humane Officer
effective Aug. 7.
Michael Norton, a long-time
resident of Kermit and a 1971
graduate of Kermit High
School, was named to that post
Wednesday. Norton is married
and has one child.
Bartley also stated that the
department is still seeking
applications for crossing guards
to work the newly formed
crosswalks.
At the present time the
office has received four
applications and there are a
total of six new positions to
fill.
There will be no
discrimination as to sex or race
and women are urged to apply.
The guards will be posted at
new crosswalks at the
intersections of Bellaire and
Highway 302, Campbell and
Pine, Mulberry and Campbell
and Oak and Campbell. Guards
will also be posted at Purple
Sage and High School.

County Attorney Mike
Fostel prosecuted the case for
the state, and Silvas was
represented by Lawrence
Barber, Jr., of Monahans.
Silvas will be formally
sentenced by Judge E.' C.
Locklear at 90 a.m, on Aug,
16. Courthouse* sources
indicated that sentences set by
juries are generally carried out
by the court.

Miracle and Mrs. Rex Law.
The Silvas trial was the first
marijuana case tried by a jury
in Winkler County since the
state law was changed in
August, 1973, to reduce
possession of under four
ounces of marijuana to a
misdemeanor. Silvas was
charged with possession of less
than two ounces, a Class B
misdemeanor.
State law sets the penalty
for such misdemeanors at a
fine of up to $1,000 or up to
180 days in jail or by both fine
and jail sentence.
In prosecuting the case,
Fostel presented seven
witnesses and testimony of
Kermit Police Chief Melvin
Bartley was stipulated.

Patrolman Jim White of the
Kermit Police Department,
who arrested Silvas at his
trailer home in the 700 block
of South Pine Street in Kermit
on June 9, 1974; Texas
Highway Patrolman Richard
Andrews of Kermit; Patrolman
Dale Stiles of the Kermit Police
Department; Winkler County

Monday
Winkler County
Commissioners Court has
scheduled the first of its
regular monthly meetings for
the month of August. The
meeting will be held Monday,
Aug. 12, at 9:30 a.m. in the
Commissioners Courtroom of
the Courthouse.
Items listed on the agenda
for the meeting are as follows:
Call to ofder and invocation.
Business from the floor.
Authorize County Clerk to
purchase election supplies.
Authorize minute in regard
to Lateral Road Account.
Review and pay bills due by
County. .
Review and approve minutes
of July Commissioners Court
meetings.
Recess as Board of
Equalization.
Deputy Sheriff Jack Carter;
Sgt. David Norwood of the
Kermit Police Department;
David Legg of Midland, a
chemist for the Texas
Department of Public Safety;
and Mrs. James Traughber,
who rented the trailer house to
Silvas.
Testimony brought out by
County Attorney Fostel
showed that the arrest of Silvas
resulted from a search warrant
raid on his residence.
The DPS chemist testified
that as many as 40 marijuana
cigarettes could have been
made from the marijuana
confiscated in the raid.
Testimony revealed that four

Board Sets Policy
On Superintendent

Silvas Found Guilty
In Marijuana Case
Robert Morris, president of
Kermit School Board, called an
executive session after regular
Board meeting Tuesday night.
After a two-hour discussion,
Morris announced the Board
had agreed 6-1 to go outside
the school system to make a
selection for a superintendent
to succeed G. E. Thompson,
who is retiring from the system
Aug. 31, 1975.
President Morris made the
following statement: “The
Board first gave careful
consideration to the present
staff. After a two-hour
discussion, members voted 6-1
to seek a new superintendent
outside the school system.
“Specific guidelines for the
selection will be outlined later.
The process of selection will
begin sometime after the first
of the year. It is expected the
new superintendent will begin
his duties July 1, 1975.
Applications will be by
invitation and every effort will,
be made to obtain the best
qualified available.”
All members of the Board
were present, including
President Morris, Oscar
Theisen, Gerald Speed, Vernon
O. Wood Jr., L. G. Langston,
Dean Gregory and J. Robert
Hawkins.

Teachers
Approved
Employment of three new
members to Kermit School
faculty was approved when the
Board of Trustees met Tuesday
night in regular session.
Supt. G. E. Thompson said
this completes the professional
staff for the 1974-75 school
year, based on current
enrollment estimates.
New teachers approved are:
Kirby B. Lackey, a graduate
of Morton High School who
holds a B.S. degree from
McMurry College, Abilene,
majoring in Physical Education
and minoring in History. He
has 10 years of teaching
experience, coming to Kermit
from Perryton. He is 39 years
of age, married and has three
children. He will be teaching
and coaching in high school.
Mrs. Tommie A. Harlow is a
graduate of Littlefield High
School and holds a B.S. degree
from Texas Tech University,
majoring in Elementary
Education. She has eight years

In other action the Board
heard Chuck Williams,
representing a local tennis
group, request that the high
school tennis courts be lighted.
It was also suggested that the
lights at the Purple Sage play
area be moved to provide lights
at the high school courts. The
board agreed to take the
request under advisement and
appointed Trustees Langston
arid Theisen to work with
Austin Roberts, business
manager, in studying the
situation.
J & J Electronics &
Furniture, .Inc., was awarded
the carpet contract for the high
school band hall and high
school choral room. This bid
was the lowest on carpet that
met bid specifications.
The board approved
amendments to the budget for
1973-74.
A request from the city that
the school share in the cost of
an additional crossing
watchman was approved.
A committee of Langston
and Morris will work with
Roberts to amend the local
sick leave policy for injuries at
work, since the school is now
operating under Workmen’s
Compensation protection.
The board continued to
review student regulations and
voted to amend the policy
governing pregnancies. The
amendment makes an
exception for a senior girl
providing that every effort,
including homebound
instruction, will be made to
assist her in completing
graduation requirements.
An adjustment in the Free
Lunch Eligibility Income Scale
was made to conform with
recent changes in the law. The
annual income scale for

First Baptist Youths
To Hold Revival
Evangelist Gary Lillie and
Singer Krist La Grone will
conduct the services of the
youth-led revival which is to be
held by First Baptist Church of
Kermit.
The revival will be a
three-day affair beginning
Friday, Aug. 9, and continuing
through Sunday night services.
Services will begin at 7:30
p.m. on Friday and Saturday
arid there will be two services
on Sunday. The first will begin
at 11 a.m. and the final service
of the revival will begin at 7
p.m. Sunday.
Kicking off the youth-led
revival will be a fellowship
meeting in the home of Joe
Coombes at 801 South Avenue
D. Coombes is song leader at
the church.
Choral music for the revival
will also be provided by youths
of the church. All young
people wishing to sing in the
choir are asked to meet at the
church each night 30 minutes
before services.
Tire public is cordially
invited to attend each service.

FOUR INJURED IN MISHAP
Four persons received minor injuries in a one-car mishap early
Sunday morning when this 1972 Chevrolet pickup, driven by L.
L. Marshall, 55, of 717 South Avenue A, apparently struck a
utility pole and overturned. According to investigating officers,
the accident occurred at approximately 1:12 a.m. on East
Highway 302. Three persons riding in the pickup were treated
and released. The fourth person, Rose Marshall, was admitted to
Memorial Hospital for observation and was released Monday.
Damage to the pole was listed at approximately $300.
