Water board formulates job
description for manager post
Formulating a job description for
a manager of the new Gaines County
Water District was discussed at the
meeting of the Llano Estacado
Underground Water District
Thursday morning at the district
office. Room B-2 of the Gaines
County Courthouse.
JOB DESCRIPTION
No action on the matter was taken,
since two board members, Ronnie
Wallace and Alton Billings, were
unable to attend, but board members
in attendance, Delmon Ellison, Jr.,
Shelby Elam and Water Billings set
a work session for devising a job
description on March 25 at 9 a.m.
Ellison, the board chairman, said
"the water district should be a service
to all segments of the county, and
whoever we employ should have the
same mindset.”
The board will check with other
districts in this area and around the
state in their efforts to formulate the
job description. Following the work
session on the 25th, and if the job
description is approved, the district
Will begin advertising for the
position.
FINANCIAL
At its last meeting, the board
approved a budget far a seven-month
period beginning March 1 and,
ending Oct. 1 to operate the district.
Since tax collection will not begin
until Oct. l--the beginning of the
district’s fiscal year-interim funding
was needed.
Ellison reported that he and Elam
obtained a line of credit at First
National Bank of Seminole in the
budgeted amount, $93,500, which
Will be due Feb. 1,2000. Since all tax
monies will probably not be
available until well after the Oct. 1
date, the due dale of the credit line
pvas put in February of next year.
Since the line of credit has been
obtained, the board voted to pay two
outstanding bills at this time, $3,000
to Seminole National Bank for a loan
incurred to hold the election which
created the district in November and
$440 to Moore-Haralson Insurance
Agency for liability insurance for
each of the five directors-$88 each.
REGION O’ UPDATE
Ellison and Delaine Baucum, both
of whom serve on the Region "O"
Water Board updated local board
members on activities of the regional
board.
An engineering firm is in the
process of mapping the Ogallala
Aquifer in the entire region and the
regional board is currently
developing a web site on the Internet
to keep people informed.
OTHER BUSINESS
Ellison also reported that a logo
for the district should be ready by the
April meeting and could possibly be
presented to the board for its
approval at that time.
Chamber board
to meet Wednesday
The Seminole Area Chamber of
Commerce board will meet in regular
session this Wednesday, March 17,
at 7 a.m. at the chamber office.
In addition to regular reports,
including financial and that of
executive vice president Shelby
Concotelli, the board will hear
reports cm the recent chamber
banquet, liability and contents
insurance, from the marquee
and sales tax committees and will
discuss a membership drive.
No new candidates have filed
No new filings were reported for
the Seminole school board, hospital
board or city council since Tuesday.
Only incumbents have filed for
positions on the three boards thusfar,
with the filing deadline looming.
In the school board race,
incumbents Janelle Sullivan in
District 1 and Rob Bowers in District
2 have made their intentions known;
at-large incumbents Paul Condit,
Ramon Mata and Jimmy Pierson
have filed for re-election to the
hospital board; and City Council
District 1 incumbent Rey Saldana
and District 3 incumbent Ray Keener
have filed for re-election. There have
been no filings for the District 2
position, currently held by Buddy
Gerber, or the mayor’s position,
currently held by Bill Prince.
Those wishing to file for any of
the seats have until 5 p.m. this
Wednesday, March 17 to do so.
Persons wishing to file for a school
board position should do so at the
school business office, the hospital
administrator’s office for the hospital
board and City Hall for the council
positions.
Although Spring Break is being •
held at the Seminole schools this
week, the business office will be
open for those wishing to file for the
school board. The office will be open
until noon Monday and Tuesday and
ux^il 5 p.m. Wednesday.

AUSTIN-At presstime, the
Seminole varsity boy's basketball
team had a chance to do what has
only been done twice before in the
history of that educational
institution—win a state boy’s
basketball championship!
It was somewhat tougher than
some might have anticipated, but the
Indians rallied from a seven-point
first quarter deficit to take the
halftime lead and go on to defeat
Corpus Christi West Oso, 70-64 in
a Class 3A semi-final Thursday
afternoon at the Frank Erwin Special
Events Center.
That means that Seminole, the
winner of District 3-3A, is now 36-
3 and faced Mexia, the District 18-
3A champion, for the state
championship at 10:30 a.m.
Saturday. The Black Cats upset
defending champion Claikswlle, 47*
43 in the other Cass 3A semi-final.
West Oso, the winner of District SO-
SA, finishes 28-9.
Things didn’t look so good for the
Indians in the early going as West
Oso point guard Marcus Campbell
hit three three-pointers m a span of
one minute and thirty (Hie seconds in
the first period. The Bears took a 20-
13 lead into the second period.
"Throughout the year, defense and
rebounding is what gets you to state
and that’s whatmakes you win,” said
Indian Chris Ogden. "We missed one
or two free throws (actually three)
the whole night."
The Indians took the lead in the
second quarter and kept it the rest of
the way, but West Oso wouldn’t go
away. The Bears made 13 three-
pointers , some of which came in the
second half.
"For a little while, I didn’t think
they were going to miss any three-
pointers," Indian Kaleb Clay said.
"They put a lot of pressure on our
defense with the point guard
penetrating and kicking out. It really
hampered our defense."
"This was a4 W ’ game," Seminole
head boys basketball coach Greg
Clark said. "At times it was an *A’
game. There were some things we
did that were outstanding in this
game. It wasn’t pretty at times, but
these guys are winners."
Even though it might not have
been aesthetically pleasing at times,
it still meant that the Indians were
one step away from duplicating the
Seminole Industrial
Foundation reset
for March 26
The Seminole Industrial
Foundation has re-set its annual
meeting for Friday, March 26, at 4
p.m. at the Seminole Area Chamber
of Commerce office.
Agenda items include,
appointment of new board members,
election of officers and a review of
events of the past year.
Minutes from the previous annual
meeting and other business, if any,
will also be considered.

will meet in special session this

Indian Eric Sheets said. "Maybe it’ll
hit later today or something."
"It’s a great feeling," Indian Adam
Alaniz said. "Playing with Chris
Ogden, a University of Texas signee
and Kaleb Clay, both of whom can
hit the three and post up and Eric
Sheets, ,a sophomore who started as
a freshman-it’s just great to be on a
winning team."
Ogden led in scoring with 20
points, including a three-pointer. He
also led in rebounds witfc 15 and
assists with 11. in addition lo passing
out a steal.
Clay reached double figures with
16 points, including a three-pointer.
He also co-led in steals with two,
grabbed seven rebounds and dished
out three assists.
Sheets joined them in double
figures with 13 points. He also
collected six rebounds and got away
with a steal. Alaniz came off the
bench to make a double-figure
quartet with 12 points. He also
latched onto six rebounds and got
himself a steal.

GCAD board
tables bids
for computer
Bids for a new computer system
for the Gaines County Appraisal
District were opened during the
appraisal board’s regular meeting
Wednesday, but no decision was
made.
A total of five bids were received,
ranging from just over $75,BOB to
$120,000 for a complete system.
However, some of the bids had
lease prices and some did not, while
different prices were given for
hardware, software and other items.
Instead of settling on one bid, the
board asked Chief Appraiser Betty
Caudle to put all bids together with
all costs involved and bring it back
to the board for final consideration
at its April meeting. In addition,
demonstration on some of the
systems will be given to appraisal
district staff and board members
before the next meeting.
Those submitting bids, from the
lowest to the highest, were, Capitol
Appraisal Group, $75,071; ARS
(Appraisal Record Services),
$83,300; True Automation,
$112,530; Jim Pritchert and
Company, $114,488; and CPS
Systems. $120,000. It was pointed
out that some of those bids will have
extra costs, depending on what th j
board and district needs in the new
system.
Caudle told board members that
a new system must be in place this
year, since the current system will be
outdated by the end of the year and
is not Y2K compatible.
Board members Frank Peters,
Barbara Sanderson, Marcus Crow,
Jr. and Mark Nichols were present
for the meeting while Glen Fleming,
Kirk Jackson and Mark Owens were
unable u$attend.
Open Forum
The Gaines County Extension
Office will host m open forum on
March 30. The forum will afford
opportunity for citizens to
identify, discuss and define their
community’s current and future
needs, and prioritize issues in
terms of importance and ability
to make an impact.
Persons interested in
participating should contact the
Extension Office, 758-4006.
Walk Across
Texas
The kick-off date for "Walk
Across Texas," for Gaines
Comity, reports Calley.Payne,
Gaines County Home Extension
Agent, has been changed to
Tuesday, March 23.
The program is an eight-week
event that will see teams of eight
competing to see who can log
the most miles walking, jogging
or biking. Teams will keep track
of their miles, which will be
posted on a Texas map at the
M.S. Doss Fitness Center.
Persons wishing to participate
should get a team together,
Choose a team captain, name the
team (biking and jogging teams
are limited to four people).
Registration forms are available
at Extension Office in the Gaines
County Courthouse.
Competition begins at noon on
Tuesday, March 23, alM.S. Dots
(City) Park in Seminole. Awards
for the contest will be given at the
health fair in Seminole May 22.
