The 1973 Texas State Plan for
Vocational Education, a $152.5
million state-local-federal
package for funding student
and adult training programs,
was approved by the State
Board of Education.
The board action, which
followed a public hearing, set
the pattern for vocational
programs and the funds to
support them during the 1972-73
school year.
Vocational programs in
public secondary schools,
community colleges, and in
adult education centers are
expected to receive $152,515,000
in combined state, local and
federal funds during the 1973
federal fiscal year beginning
July 1, 1972.
State and local funds will pay
the major part of the cost at an
estimated $122,447,000 in 1973
with $30,068,000 in federal
money making up the balance.
The plan approved Saturday
also projects money and
program needs through 1977 in
Texas when state and local
funding is expected to reach
$221,434,000. The federal
contribution for this same
period is expected to total
$72,529,000.
Enrollment in all programs
will set a similar pace as
vocational education grows to
meet the needs of three
population groups - regular
students in public schools and
community colleges, the
disadvantaged from both
urban and rural areas, and the
handicapped.
High school vocational
program enrollments are
expected to increase from the
current 143,425 students to
216,612 by 1977. At the same
time, the number of vocational
students in community
colleges is expected to jump
from the 1972 total of 47,036 to
70,330 in 1977.
At least 153,600 adult men
and women already in the
labor market will be trained
for new jobs or acquire ad-
ditional skills needed to meet
the demands of the ones they
have by 1977, according to John
R. Guemple, Texas Education
Agency associate com-
missioner for occupational
education and technology.
This expected total
represents an annual increase
of more than 12,000 adults who
benefitted from short courses,
night classes, and other
training programs during 1972.
