HOUSE JOINT RESOLUTION
proposing an Amendment to Ar-
ticle XVT Section 1. of the Con-
stitution of the State of Texas;
chaneir<* the form of the oath
of office for members of the
legislature and all offices of the
State of Texas; providing for an
olectlon upon such Constitution-
al Amendment, and making an
appropriation therefor
BE IT RESOLVED BY THE
LEGISLATURE OF THE STATE
OF TEXAS
Section 1 That Article XVI.
Section J of the Constitution of
the State of Texas be amended
to hereafter read as follows
"Article XVT Section 1 Offi-
cial Oath Members of the Leg-
islature. and all officers, before
they enter upon the duties of
their offices, shall take the fol-
lowing Oath or Affirmation;
"i , do solemnly
swear <or affirm), that I will
faithfully execute the duties of
the office of of the
State of Texas, and will to the
best of my ability preserve, pro-
tect, and defend the Constitu-
tion and laws of the United
States and of this state, and I
furthermore solemnly swear (or
affirm > that I have not direct-
ly nor indirectly paid, offered,
or promised to pay. contributed,
nor promised to contribute any
money, or valuable thing, or pro-
mised any p»«*»itc office or em-
ployment, as a reward for the
giving or withholding a vote at
the election mt which T was elect-
ed So help me Ood.”
■«» ? The roregoing Constitu-
tional Amendment shall be sub-
mitted to the electors of this
State, qualified to vote on Con-
stitutional Amendments, at an
election to be held throughout
the State on the first Tuesday
after the first Monday In Novem-
ber. 1938. at which election each
ballot shall have printed there-
on the words;
“FOR the Amendment of Ar-
ticle XVI. Section 1. of the Con-
stitution of the State of Texas,
changing the form of the oath
of office for members of the
Legislature and all officers of
the State of Texas
"AOAINST the Amendment of
Article XVI, Section 1. of the
Constitution of the State of
Texas, changing the form of the
oath of office for members of
the Legislature and all officers
of the State of Texas.”
Each voter shall scratch out
with pen or pencil the clause
which he desires to vote against
so as to Indicate whether he Is
voting for or against xald pro-
posed Amendment
Sec 3 The Governor of this
State Is hereby directed to Issue
the necessary proclamation or-
dering an election In conformity
herewith to determine whether
or not the proposed Constitution
al Amendment set forth herein
shall be adopted, and the Gover-
norjlyill have the same publlsh-
ed'as mvjlred by the Constitu-
tion and laws of this state.
Sec 4. The sum of Five Thou-
sand Dollars ($5,000), or so much
thereof as may be necessary. Is
hereby appropriated out of any
funds In the Treasury not other-
wise appropriated, to pay the
expense of such publication and
election

1. Issues
After boiling down to the final
point I am of the opinion that
for membership In the Texas
Legislature for the next two
years there are three outstand-
ing Lasses. By this 1 do not mean
that every other problem is ex-
cluded, but I mean that these are
paramount and fundamental.
(1) The mandate U again up-
on the Texas Legislature and the
Oovemor of this State for a lib-
eral pension law.
(2) To me, the Issue of econo-
my In State Government Is an
outstanding Issue. I thoroughly
believe that lf reasonable busin-
ess practices are applied to the
methods of making appropria-
tions and checking on these ap-
propriations after they are made
that a substantial reduction In
expenses of the State may be
made.
(3) No substantial program of
Legislation will ever be passed In
Texas until we have a reasonable
amount of cooperation between
the governor and the Texas Leg-
islature. I pledge to the governor
elect of this State my cooperation
to the end of better government
In Texas.
Without any ax to grind, spec-
ial groups to favor, or political
appointment to seek. I solicit
your help and vote In my race for

Carl and Billie Perkins who

weeks left Wednesday for San
Diego. Cal., the naval base at
which they are stationed.
John Farmer left Saturday for
Austin after spending the sum-
mer here with relatives and
friends. He plans to enter the
University In September for the
Fall term. John’s many friends
here will miss him, but they are
happy to know that he plans to
enter school.
Miss Mary Frances Casey, who
has been In Austin attending the
University is home to spend the
remainder of the summer until
the fall term of school begins,■*
with her parents Mr. and Mrs.

atives of Mr. and Mrs. J. B. Har-
per that they are delighted with
their location at Ruldoso. New
Mexico. Mr. Harper U feeling
better and thinks the new clim-
ate will do much for his health.
