MUST MARK SHIPMENTS.
All Packages Under Carload Lots
Must Be Plainly Marked.
Pittsburg Pa. June 30.—All
railroads east of the Mississippi in
the territory covered by the "official
classification" will after today re-
fuse to accept for transportation all
shipments in less than car load lots
which are not plainly marked with
the name of the consignee and the
station city and state of destination.
For many years it has been cus-
tomary for a large number of ship-
pers to mark their packages with an
initial or some heiro>çlyphic the key
I to which would be on the bill of la-
j ding. It was the theory that this
saved time and also prevented com-
I petltors from observing the names
of a shipper's customers on the out-
side of packages.
Railroad officials claim that great
abuses have resulted from this prac-
tice. When a large number of pack-
ages are intended for the same con-
signee shippers often mark only one I
or two. the others having no marks I
at all. If the shipments become mix- I
èd with others at transfer points!
there is no way of identifying them.
The consequence has been great de-
lay vexation on the part of both
shippers and consignees and claims
against the railroad.
Figures prepared by the Trunk
line association for 17 principal lines
In the official classification territory
show that the total freight earnings
for these companies in 190Î was
$541725712 an increase over 1906
of 10.2 per cent. Nevertheless the
total payment for loss and damage by
these lines in 1907 was $5596794.
fully 1 per cent of the total freight
earnings and an increase over 1906
of 2 2.4 per cent.
It is estimated that about 45 per
cent of loss and damage claims aVe
due to "losses in transit." which
means that In 1907 the losses on
this score of ^he lines mentioned
were *about $ê600000. Of this
amount probably over $1250000
! was caused by the improper mark-
j ing of the less-than-car load ship-
j ments. It is the design of the rail-
I roads now to stop losses from this
j cause.

Do Not Like Agitation Favoring
Candidacy of R. R. Williams
Austin. Texas June »30.—The· ac-
tivity of Candidate Williams of Hop-
kins county and the talk that his
candidacy has created over the state
has caused the administration forces
to -become stirred and several
friends of the governor have drop-
ped '.n from over the state to discuss
the situation. The strong politicians j
in the adininiotration have been In
almost daily conference over the
situation and while they believe
that there is no danger yet they do
not like the agitation it is under-
stood. It lias also been noticed that
Tax Commissioner Dashiell who took
the governor's place on the stump
during the campaign two years ago.
when Mr. Campbell was taken ill has
been issuing statements explaining
the effect of the tax laws. etc. They
insist that there is not the slightest
danger and that the talk is all due
to a few agitators against the tax
laws but the administration forces
are being concentrated. and are
working.
