Saba county in tbe last issue
the Xews implies one of t ivo thin
either that that body willfu
shirked a known duty or they wt
too stupidly ignorant to undu
stand their duty and that the
making of the report wis but a
dodge to escapo out of their per-
plexity I dont say tho criticism
intended this but it wan neither
one nor the other In tbe first
place you are evidently familiar
with the powers duties < kc of the
grand jury from the outline you
give of such and your effort to im-
press upon us the obligations to
assumed when entering upon the
discharge of those duties and I
would here remind you that care
should always bo exercised in crit
icising tbe actions of grand juries
on account of the inviolability of
these obligations and the secresy
of their proceedings often prevents
a full and just defense being maeo
to the course pursued in regard to
the commissioners court although
I dont put myself up as a mouth-
piece for the grand jury for I was
on humble member of that body
I believe I know their minds in
this and that the court had com-
mitted acts that worn unwise and
deserved notice in the manner in
which it was but that in tho cases
noted it was not willfully and in-
tentionally fraudulent We be
liei ed proper investigation and re-
flection had not been given in al-
lowing certain claims and that they
had been too lax in spending the
peoples money which wo were
warranted in believing by the evi-
dence and also in the misappro-
priation of the largT part of the
sinking fund raised by a special
tax for a specific purpose but we
did not believe tbe commissioners
court had willfully and knowingly
committed fraudulent acts or we
should have known our duty and
done it although they are among
our best and most respectf d citi-
zens Our object as expressed in
tbe report was to call their and
tbe publics attention to these mat-
ters so that in the futuro more
care and prudence might be ex-
ercised

rather awkward apology we must
say In his apology for the ac-
tion of the grand jury the corres-

at this place provided the compa-
ny would build a standard guage
railroad from some point on the
Santa Fe at or between the sta-
tions of Minor or Lometa this
place to be made the terminus
for two years and to be completed
within six months after the closing
of the contract This proposition
wa3 telegraphed to the company
