Expansion of county
jail is a bad idea
even! yomr* ago the Duval County Commissioners had the
Idea dm they wanted to build an expanded county jail.
They were —Bring of over 100 beds. It was to be filled by
excess stale snd federal prisoners.
We advocated strongly against such a proposal . Our concents were
many, but primarily we were concerned with the Commissioners
financially committing taxpayers to a long term debt that offered no
prospects of a successful outcome.
We pointed out that the state was about to launch into a building
program and that the down sizing of the military could offer many
opportunities for closed bases to be used for federal prisons. We were
not far off the mart.
The state has completed its building program and all those counties
who went out an a limb to build bigger jails arc now faced with empty
beds and large mortgages. Had Duval County done the same, we would
be up to our knees in debt with no one else but local taxpayers to take
the hit.
Commissioners are again considering the idea of expanding the
county jail in the hopes of filling it with federal prisoners. The idea was
a bod ooe several years go and it is a bad one today. Commissioners
should once and for all forget this no win proposition. Taxpayers should
put a stop to this boondoggle now, before they are asked to pay for it
from their own pockets.

19N CATASTROPHIC (CAT) PROVISIONS
Sales closing and acreage reporting dates for crop insurance are
much earlier than last year for fell planted crops and certain perennials.
Last year, sales closing dates were extended to accommodate producers
because the crop insurance law was changed during the growing season.
This year's safes closing dates are the standard ‘old’ dates. This year,
safes closing, acreage reporting, and final planting dates in this area are:

State trying to help
fill empty jail beds
In most cases, crops insured last year are automatically insured this
year. Producers planting insurable crops that were not planted last year
need to obtain at feast the catastrophic level of insurance by the sales
dosing date to be eligible for many USDA farm programs and loans.
Catastrophic coverage may be obtained at the local Consolidated Farm
Service Agency office or from a crop insurance agent. Only crop
insurance agents can sell coverage in excess of the catastrophic level of
protection. Producers wanting to change their insurance provider or
fooUact need to make the change before the applicable crop’s sales
closing dale.
The following are some general requirements for the administration
of CAT level of crop insurance.
! • CAT Fees: shall be made payable to Commodity Credit Corpora-
i (CCC) on or before the final reporting date for continuous contracts
rthe safes closing date for new crops. Fees are $50 per crop for the first
r crops not to exceed $200 per county and $600/nationwide.
• CAT Coverage: for 19% shall be 50 percent of your production
guarantee and 60 percent of the price election identified on the special
provision document attached.

AUSTIN - The Texas Depart-
ment of Criminal Justice is looking
into the possibility of serving as an
official conduit to help Texas coun-
ties lease empty county jail space
to other states.
Such a move might immedi-
ately match Dallas County ’ s empty
beds to the needs of the state of
Massachusetts, TDCJ officials said
Friday.
“With the help of the Jail Stan-
dards Commission, TDCJ can bring
the counties and the other states
together to their mutual benefit and
that ’ s a service we should perform,”
said Allan B. Polunsky, chairman
of the Texas Board of Criminal
Justice.
Many Texas counties have
found themselves paying mort-
gages on empty jail space since
this summer when TDCJ’s mas-
sive prison expansion program
cleared the backlog of state prison-
ers out of the county jails.
At the same time, many other
states which have not had aggres-
sive prison expansion found them-
selves confronted with prisoner
backlogs and have decided they
would rather rent than build.
Although many of those states’
prison systems are barred by state
law from contracting with out-of-
state counties, they can contract
through the State of Texas because
TDCJ is a member of the Interstate
Corrections Compact.
Polunsky said that while TDCJ
would serve as the legal conduit
for the counties and states, the Jail
Standards Commission would
serve “as a referral service because
they are familiar on a daily basis
with the situation in every county
jail in Texas.”
“TDCJ, Jail Standards and the
State of Texas would have abso-
lutely no liability whatsoever in
helping pair what the counties have
and what the states need,” Polunsky
said.
