project justifies this conclusion.
In the first place this bill imposes two
duties on nearly every article. First is
the so called minimum duty, or the otir
to be collected in ordinary cases. Above
this and about 25 per cent, liigher is
the maximum duty reserved for those
nations which do not grant France re-
ciprocal favdrs in trade. Bat this is nob
in reality the maximum duty, for by a
certain article of the bill thh govern-
ment is allowed in some cases even to
increase the maximum duty—a provis-
ion made, doubtless, as a counter irritant
for our McKinleyism.
To give free reins to the governing -
power in this way is in a line with po-
litical ideas prev.tient in Europe, but it
is not more objectionable than what onr
protectionist congress has just d6ne in
the humbug reciprocity feature ingraft-
ed upon the McKinley law% This'so-
called reciprocity allows our president
to impose a tax open onr owa.people on
(heir coffee, tea. su gar and hides, unless
the nations product ug these articles re-
duce their tariffs oti our product*. Very
probably-tho French copied this feature
of the McKinley law aa a smart Yankee ;
wink, well worthy of imitation in a
country where government by the peo-
ple is so little develop* d as in France.
At any tame: we may export that till-
heaVier duties of the \ proposed French
tariff, wliether the maximum or ultra-
maximum, are intended mainly for onr
products, since it is ‘precisely our two
McKinley law»—tho diatoms adminis-
trative law and the tariff law proper—
which have had most to do wi .li arous*
ing the demand for higher tariff duties
in France. It is agAmst us that the pres-
ent high tariff agitation in France ha*
