Duties Paid on Raw Sugar
I regret that you were not at Sugar Land today as I would have pre-
ferred to discuss rather than written you about the duties we have
paid on sugar. I am enclosing you, however, a memorandum showing
the duties p aid by Imperial Sugar Company for the years 1931 to 1953
inclusive. I am also attaching a memorandum of the rate of duty that
prevailed in this period.
The total represents a really staggering amount of customs duty that
was paid in the period. While payments were made by Imperial Sugar
Company, the actual cost represented payments principally by Texas
consumers of sugar. The amount shown paid the federal government
by these Texas consumers is far in excess of appropriatioAs made by
the federal government for the improvement of rivers and harbors,
for the construction of dams, flood control, erosion, etc., in Texas.
While neither you nor I can establish any direct relationship be-
tween the federal appropriations and customs receipts, I know from
experience that the amounts paid by these Texas consumers have been
frequently considered a measure of what the federal government
could afford to expend in Texas. I think this point can be em-
phasized by your contact men approaching the wholesale and retail
buyers of our sugars. I do not advocate any newspaper or tele-
vision advertisement of the figures or their implications, but I
do believe if your various contact men can glibly quote the totals
that have been paid over a period of even twenty years, that it
ought to have an impression, especially on the retailer and through
him on the individual consumer, taking pride in contributing to
Texas prosperity through Texas patronage.
