But, then there are people
like me. I’m not even a
beginner. In fact, I don’t even
own a bike. But, I’m thinking
about it . . . for next year or
the next! (I remember once,
when my sister Jane and 1
were kids, we decided we
would ride our bicycles from
Comanche to our ranch at
Newburg, which is 10 miles
south of Comanche. I can’t
remember if it was at about the
third or fourth mile, or less,
before we stopped at a house
along the way and called our
dad to come pick us up!)
We have one serious bike
rider in the family, David
Williams of Midland, who
already registered for the First
Annual Comanche Cyclone,
and, no doubt, he will do well.
We’re all looking forward to
this fun event and wish all the
organizers and riders the best.

Texans Need Property Tax
Relief- NOW!
With the recent arrival of ap-
praisal notices in the mail, sev-
eral Texas property owners will
be surprised, if not angered, to
see a significant increase in
their appraisal rates.
In the past two years, the
average Texan homeowner has
shouldered an average eight to
ten percent appraisal tax in-
crease and anywhere between
49 and 102 percent appraisal
increase since 1997. On top
of this, Texas’ population and
an estimated average Con-
sumer Price Index each grew
“Truth inTaxation” bill, which
would give taxpayers a greater
voice in tax matters. This
passed the House and is now
in the Senate. In addition, I
supported House Bill 784,
which would have capped ap-
praisals at 5 percent and give
homeowners greater protection
from appraisal increases that
threaten to tax them out of their
homes, but this bill also faced
surmounting opposition and is
now dead.
We are going to cut prop-
erty taxes. Homeowners must
be protected from the inevi-
table appraisal increases that
will rob them of their well de-
served savings. A tax cut
should be a tax cut - period.
Allowing appraisal rates to rise
and fill the void of a tax in-
crease is unethical and deceit-
ful. I am working to ensure the

combined. This rate is ridicu-
lous and places'an undue hard-
ship on everyone, especially
our seniors living on fixed in-
comes.
Despite several attempts to
pass legislation that would cap
appraisal rates and give voters
a stronger voice in taxation
matters, the legislature faced
strong opposition from various
municipalities and locally
elected officials who deemed
the cause an unnecessary one.
In April, House Joint Reso-
lution 35, which would have
capped appraisal increases to
5% per year, was killed by un-
willing Democrats on the
House Floor before a debate
was even allowed to begin.
Despite this setback, we were
able to fight back with the draft-
ing of House Bill 1006, the
Ultimately, there must be a
strategy to save homeowners
from having to pay for tax in-
creases that do not parallel
Consumer Price Index or popu-
lation growth. There must be
some balance between local
jurisdictions’ need for additional
resources and the public’s need
for taxpayer protection. Cur-
rently, there is a severe imbal-
ance. Appraisal caps are good
public policy because they limit
the pace at which appraised
values grow to protect
homeowners from being priced
out of their homes, and as your
state representative I am here
to work for you, the people for
District 59.
