special to The News.
CmoAf.o July 27 A somewhat
unique method of nominating judge s
which has been successfully tested
on seveial previous occasions is in

Chicago Bar Association today.
Eight judges are to be elected this
fall and according to tho condi-
tions of the bar primary each mem-

ventions have rati lied their nomina-
tions thus avoiding a party fight
on tho issue and securing u non-

Special to The hews.
Paris July 28 After 3n un-
procedtuted delay the government
has issued the official report of the
administration of criminal justice
for the year 180 The delay may
posfeibly be explained by the startl-
ing nature of certain portions of its
contents. The chapter devoted to
the subject of suicides gives the
total number of acts of self de
struction as 8180 or 21 to every
100000 inhabitants an increase of
25 per cent over 1881; 78 per cent
of the suicides are male and hang-
ing was chosen by over half of the
total number.
