I wish to make sure that some of you newer supervisors are familiar with our Cost Im-
provement Plan, Experience has proven that the best ideas for improving methods and
reducing costs come from our own superv sion. Since the Cost Improvement Plan was
started in this Division in 1942. more than $12,000.000 have been saved, Some of you
may wonder why we lave such a plan, and why if you have a good idea, you shouldn't go
ahead and put it into effect yourself. We prefer you submit a Cost Improvement Pro-
posal (C I v.) instead for the following reasons:
l. We don't want you to take time away from your job to put your idea into effect,,
We have an organization to do this for you,
2. We want to analyze your idea. to determine the cost of placing it into effect
and the savings that can be expected.,
3, We want to k.ow who is responsible for improvements and savings so that con-
sideration can be given your efforts when pronotion or merit increases are
being considered, Your department head aid the Division Manager are informed
of your C I<P 's that are accepted and a record of them is kept in your person-
nel folder in the IndustriaI Relations Department
L. When you submit your ideas on C.I.P,'s, we are often able to adopt them in other
departments, thus realizing greater savings than we would have if you had placed
your idea into effect in your own department alone .
5s The Cost Improvement Plan also offers you an opportunity to suggest good ideas
without the possibility of higher supervisors turning them down, Unbiased
methods engineers analyze and pass on the merit of your ideas=
Each year a savings bogey or quota is established for every department in the Division.
Each department receives monthly copies of a bar chart showing progress toward meeting
quotas; For the year to date, six (6) departments are ahead of schedule in meeting
their quotas. They are Contracts Traffic, Metal Forming. (Department 3l-2), Sub-
assembly, Finishing, and Pattern Shop, The savings for the year to date amount to
$1,668,895, I am sorry to say that eighteen (18) departments have not participated
in helping us make the above saving. Those not participating are only hurting them-
selves-
Encourage your employees to turn in their ideas through our Employees Suggestion Plan.
They have many fine ideas and we would like to have them. Good ideas will reduce our
costs, save money for the government and in turn- for you,, the taxpayer.
