The State went “in the red” this
week. Announcing this condition,
State Treasurer W. Gregory Hat-
cher said: “After being on a cash
basis since Feb. 15, 1925, soon after
I assumed the duties of State Treas-
urer, the State of Texas General
Revenue Fund, went on deficiency
at 4 p. m. Wednesday, when all
monies to the credit of the General
enue Fund, were paid out after
which payment of warrants was
fused with the statement that

except in numeral order, when funds

Because of the extraordinary waste
of gas from deep wells in the 8,500
foot horizon in the Big Lake Oil
field in Reagan County, the State
Railroad Commission has ordered
operators to shut in those wells
until equipment can be installed to
prevent the waste. .
Approximately 150,000,000 cubic
feet of gas are produced daily in
| the field, and since the deep ppv
j horizon was developed in 1928 30,000,-
000,000 cubic feet of gas have been
produced. This gas was valued at
about $5,000,000, “a large part of
which was unlawfully wasted. In
addition to such enormous, pro-
fligate and unrestrained waste of
a great natural resource, the gas
itself, there has been and is now
a continuous waste of oil under-
ground is said horizons due to the
exhaustion of the natural gas which
is the motive power for 'the propul-
sion of such oil from the sands into
the wells and to the surface,” ac-
cording to the order.
This order of the Commission
shall remain in effect until “there
shall have been provided a pipe line
or other adequate market for the
utilization of such natural gas as
shall be produced in the orderly
operation of said wells, or until said
wells have been properly ancf scien-
tifically tubed so as to conserve and
prevent all waste gas from excap-
big.”
Merging of other departments and
commissions into the State Depart-
ment of Agriculture would save the
State $200,000 annually, declared
State Commissioner of Agriculture
George B. Terrell in his report to
the Governor this week. He recom-
mended legislation which would ex-
tend the purisdictlon of the Depart-
ment of Agriculture.
Of most importance, he would
have the Livestock Sanitary Com- J
mission and the State Game, Fish
and Oyster Commission consolidated
| into the Department of Agriculture.
! Terrell recommends that the fol-
j lowing work should be transferred
i to the Department of Agriculture:
Y. The Feed and Fertilizer, For-
estry and Fowl Brood Control work,
j 2. Administration of livestock and
dairying laws.
.3. Administration of irrigation and
reclamation laws. , j
i 4. Administration of all laws for
tfia protection of wild game and
fisheries, ~ . I
! 5. A law requiring tax assessors to ’
take certain agricultural statistics!
each year as they assess taxes, and!
furnish the same to the Depart- i
ment of Agriculture, and to com-1
pensate the assessors for this work, j
6. Ammendments to the Public
I Weighers and Weights and Meas-
ures law to make them more effec- i
tive and more nearly self-support- i
ing.
7. Amendments to the nursery in- j
spection law to make it more effec-
; tive and more nearly self-support-
ing.
8. Amendments to the warehouse
laws to make them more uniform
and self-upporting.

I law to make it more effective and
[self-supporting.

Realizing the further need of Power in a new and rapidly
developing country, the Texas Utilities Company last
month made a further reduction in Power Rates, as
explained by the following letter to plant"managers from
President I. R. Kelso:

To the Managers of Texas Utilities Company:
With reference to the following schedules: (1)
SCHEDULE UP-1 Commercial 'Power (Secondary Vol-
tage) 1 Meter (No Lighting): (?) SCHEDULE CLP 1
Commercial Lighting and Power (Secondary Voltage)
1 or 2 meters as required (contract), and (3) SCHED
ULE ILP 1 Industrial Light and Power (Primary Vol
tage) 1 meter (contract).
The purpose of this letter is to call to your atten
tion the facts hereinafter set out in respect to the new
or revised schedules above referred to:
That the above mentioned schedules, applicable to
the classes of service therein referred to, are effective
as to power bills covering October service.
That under Schedule CP 1, the demand charge of
\ $1.00 per month per K. W. connected (figured from
manufacturers’ name plate rating of all motors install-
ed), entitles the customer to 10 Kilowatt Hours use of
energy per month per each K. "W. connected.
That under Schedule CLP 1 the demand charge
of $2.50 per month for each K. W. of demand, As rneas
ured by< demand rpeter, entitles the customer to the
use of 25 Kilowatt Hours of energy per month per K. W.
of demand.
That Schedule CP-1 being a lower rate-applicable
to the class of service covered by Schedule OCP-1,
automatically cancels said Schedule OCP-1 and entitles
customers heretofore* billed on Schedule OCP 1 to here-
tofore billed on Schedule OCP 1 to hereafter be billed'
on Schedule CP 1. i
That the effect of the readjustment of rates in the
above mentioned schedules is a material reduction to
all consumers now being supplied {tower service cov
ered by said schedules.
