Gov. Walte's Message.

of Governor Waite convening the
extra session and the readi. g of
which will be the first business

legislature is a rernaikablo docu-
ment. It bears the dito of Christ-
mas day and comprises over five
thousand words. The governor
justifies his proclamation by do

stato have been unjustly and uu
constitutionally attacked by con-
gress and tie present and preced-

has so reduced values and increased
the burden of taxation that agri-
culturists fruit growers ami stock-

the rectitude of my intentions and

additional judge and cleik of the
Fourth district; to do away with
the contract system in public workt ;
to prevent irrigating compauies
from collecting more than one-third
of the charge for water in advance
of delivering the water; an eight
hour law; a law against usury; to
amend the attachment las; to
make all trust deeds contracted in
future mortgages with redemption
privileges; to make chattel mort-
gages subject to foreclosure only
upon notice and according to the pro-
cedure in courts of equity; to pro-
hibit child labor and the "sweating

tentative wool men from different
parts of the country are assembling
at the Fifth Avenue hotel today in
response to a 03II issued by the Na-
tional Association of Wool Manu-
facturers for the purpose of consid-
ering the probable effect of the
Wilson bill upon tho industry and
to determine what Btcps shall be
taken to opposo legislation inimical
to their interests. Reports will be
m'ado by tho wool growers of tho
east as well as by those in Indiana
Ohio and other states. It is un-
derstood that the members of the
national as well as of tho state asso-
ciations 3ro preparod to subscribe
liberally to a fund to be used lor
legitimate purposes in a bitter fight
on tho Wilson bill.
