Labor to compel Secretary Carlisle
to show cause why ho should not be

another in 1801. Should such a
law exist tho complainants have not
shown that they are property-hold
ore. They have no standing in the
court as taxpayers and no legal
right in the quostion as to a bond
issue.
"Tho claim that the interosts of
tho organisation are different from
the general public and would suffer
more than any other class reterring
to the claim that many knights were
minors by the issue is a grievance
of discrimi alien but it gives no
standing in judicial pioceedings.
Consequently as tux payers or as
miners tho complainants havo no
standing m court."
Judge Cox then reviewed tho law
bearing on tho quostion and do
clarod it unnecessary to entor into
a discussion of tho rights of the
secretary to make the issue. The
secretary ho said had legal author
ity to redeem notes when presented
and to issue and sell tho bonds
whou necessary.
