result of an activity or project undertaken with TCDP funds.
2. Some increase in noise, dust or other nuisance levels may
occur during construction, rehabilitation, reconstruction and/or
demolition; however, such disturbances will be temporary and will

Public GommenU On Finding
City of Ropesville will undertake the project described above with Texas
Community Development Program funds from the Texas Department of
Commerce (TDOC) under Title I of the Housing and Community Develop-
ment Act of 1974, as amended. The City of Ropesville is certifying to the
Texas Department of Commerce that the City of Ropesville and J.T. Drake
in his official capacity as Mayor Pro Tem, consent to accept the jurisdiction
of the Federal courts if an action is brought to enforce responsibilities in
relation to environmental assessments, decision-making, and action; and
that these responsibilities have been satisfied. The legal effect of the
certification is that upon Its approval the City of Ropesville may use the
Texas Community Development Program funds, and the Texas Depart-
ment of Commerce will have satisfied its responsibilities under the Natonal
Environmental Policy Act of 1969 and 24 CFR Part 58.

The Levelland Educational
Secretaries met in the Gold Room of
South Plains College on May 9, for
a noon luncheon and regular business
meeting.
Following preliminary items of
business, a motion made by Betsy
Moreland was unanimously approved
to make a $50 donation in memory of
Robert Brisco, as a token to LESA’s
appreciation for use of the Brisco
property to host their annual bosses
banquet The banquet theme, "Round-
up Time," featured a chuckwagon
dinner, and "Robert's Retreat’
provided a perfect campsite setting or
the occasion. Robbie Brisco selected
Missionary Jay Don Rogers as a
- recipient of the donation.
Items of unfinished business included
a discussion of upcoming craft events
and a progress report on LESA’s craft
workdays. In addition to the current
"bunny-making" project, LESA is also
preparing to sponsor a booth during
Levelland’s;Old Settler’s Day activities
in July.
The election of officers for 1990-
91 was conducted. They are: Janie
Johnson, president; Carol Wade,
president elect; Avclina Padilla, vice
president; Lou Ann Thoms, secretary;
Martha Phillips, treasurer; Betty
, Kauffman, reporter and Margarett
Lockett, Historian.
An installation ceremony for the
new officers will be conducted at the
beginning of the 1990-91 school year.

Airman Miguel R. Gutierrez has
graduated from Air Force basic
training at Lackland Air Force Base,
Texas.
During the six weeks of training
the airman studied the Air Force
mission, organization and customs
and received special training in
human relations.
In addition, airmen who complete
basic training earn credits toward an
associate degree through the
community col lege of the Air Force.
He is the son of Mr. and Mrs. Isidro
1. Gutierrez of San Antonio.
His grandparents, Mr. and Mrs.
Miguel Rocha, reside in Smyer.
The airman is a 1989 graduate of
Theodore Roosevelt High School,
San Antonio.
