(a) Section 411.1954, Government Code, as added 4 by this Act, applies only to an application for an original or 5 renewed license to carry a handgun submitted on or after the 6 effective date of this Act. An application submitted before the 7 effective date of this Act is governed by the law in effect when the 8 application was submitted, and the former law is continued in 9 effect for that purpose. 10 (b) Section 521.1812, Transportation Code, as added by this 11 Act, applies only to an application for an original or renewal 12 driver's license submitted on or after the effective date of this 13 Act. An application submitted before the effective date of this Act 14 is governed by the law in effect when the application was submitted, 15 and the former law is continued in effect for that purpose. 16 SECTION 4. The Department of Public Safety of the State of 17 Texas is required to implement a provision of this Act only if the 18 legislature appropriates money specifically for that purpose. If 19 the legislature does not appropriate money specifically for that 20 purpose, the Department of Public Safety of the State of Texas may, 21 but is not required to, implement a provision of this Act using 22 other appropriations available for that purpose. 23 SECTION 5. This Act takes effect September 1, 2019.
