Lee Cardwell over the Fourth
were Rev. and Mrs. Bernest Cain
and family of Springfield, Mo.;
Mr. and Mrs. John Cooper of
Dallas and Mr. and Mrs. George
C. Sampson and daughters of
Oklahoma City.
Our boundaries with these coun-
tries are the longest unfortified
boundaries in the world, and our
trade with them is essential to
our economic well being. This
week there was created a com-
mission to deal with the trouble-
some economic problems that ex-
ist between this country and
Canada.
This commission will be follow-
ed. no doubt, by one that will
have the same purpose with re-
spect to Mexico. The work of
this group should be fruitful, and
the study of many of the ques-
tions in which we have a common
interest with Canada and Mexico
is long past due. The commis-
sion will be made up of equal
numbers from the senate and the
house of representatives. I am
pleased to have been named to
serve as one of those from the
house.
The problem of managing our
tremendous national debt was
brought into focus this week by
the request on the part of the
administration to increase the
debt ceiling. I hope that the
proposal offered by congressman
Wright of Fort Worth and myself
to set up a systematic way of pay-
ing off the debt will de adopted
shortly.

Of Congress

Now it is apparent that con-
gress will appropriate in excess of
a billion dollars less than request-
ed in the president’s budget. This
should mean that the budget will
be in balance next year. It was
I projected that there would be a
balance even at the budget figure
that the president had recommend-
ed. This is an encouraging sign,
particularly in view of the
that this year we will see
largest peace-time deficit in
tory.
This week the house will
considering H. R. 3 which is a
bill to assure to the states many
of their historic rights. It pro-
‘ vides that the Acts of Congress
shall not overrule state laws un-
less there is a special provision
to that effect. The purpose of
the bill is to reverse several of
the recent Supreme court decis-
ions. I hope that it can be quick-
ly approved by the congress.
We are, in many respects, con-
tinually preoccupied with our re-
lations with the countries in west-
ern Europe and the Far East and
are prone to forget the import-
ance of maintaining our present
excellent relations with our two
closest neighbors, Canada and
Mexico.
