with energy and pride of per-
formance in order to achieve
clean air and clean water
without penalizing our stand-
ard of living."

Mr. Gullander pointed out
that the billions of invest-
ment dollars and the millions
of man-hours of work re-
quired to achieve pollution
control will be diverted from
other pressing needs unless
productivity is significantly
increased throughout the
country.
"Only in this way can we
undertake this very neces-
sary task without sacrificing
other demands of our popula-
tion," he said.
"We are all both villains
and victims in the pollution
situation. Therefore, pollu-
tion control is everybody’s
business—industry, munici-
palities, householders, farm-
ers, merchants, children and
adults.”

creation of new ones, and endangering the economic
position of many smaller enterprises.
