Charles E. Sprague lectured before the
Language club, at Columbia college, on
Volapuk, the new universal language.
Professor Sprague said the proper pro-
nunciation of the word was voh-lah-peek,
giving the sound of “o” as in old. The
new language does not aspire to displace
national vernaculars, but to facilitate in-
ternational correspondence. It will be
most useful in commercial correspond-
ence. Already 1,500,000 persons have
studied it and 300,000 have acquired pro-
ficiency. It has 20,000 words. —New York

saying that the examination of over 200
specimens of these birds by microscopists
proves that they live on small birds, frogs,
snakes, mice and grasshoppers. The
‘‘small birds” are mostly sparrows, and

CITY HALL AND MARKET HOUSE FOR THE
CITY OF GALVESTON.
Proposals will be received by the Public Property
Committee until Wednesday, 12 o’clock, noon, of
the 22d day of February, 1888, at the office of the
City Clerk, for the construction complete, accord-
ing to plans and specifications, of a City Hall and
Market House m the City of Galveston., Texas, on
the site of the old Third Ward Market. Plans and
specifications can be seen at the office of the City
Clerk. Bids must pe accompanied with a certified
check in the sum of $1000 (one thousand dollars), as
evidence of good faith, made payable to the city of
Galveston. The contractor will be required within
ten days from award of contract to enter into a bond
of Twenty Thousand Dollars, payable to the City of
Galveston, for the faithful performance of the con-
tract in accordance with the plans and specifica-
tions of Architect Alfred. Muller.
The right to reject any and all bids is reserved.

native home on the eastern shore of Green-
land when 15 years old, has resided in this
country long enough to learn the language
and to develop the fact that Esquimaux
axe as white as other people when the dirt
and grease are washed off. Among other
things, she says, the people of her nation-
ality never wash or bathe in all their
lives, have no rulers, no form of govern-
ment, every one does exactly as he or she
pleases, and all are contented with their
lot, as they know of nothing better.—

AN ORDINANCE PRESCRIBING THE DUTIES
of the City Attorney.
. Be it ordained by the City Council of the city of
Galveston:
Section 1. That there shall be elected at the
time and in the manner prescribed by Section Three
of the city charter, a city attorney, whose duty it
shall be to represent the city in all cases brought
for or aga-’nst it in the courts of the State or the 1
United States, in the County of Galveston, and in
the Recorder’s Court when requested by the Mayor, I
or by order of the City Council. He shall give I
legal advice to the Mayor, or any officer, or to the
City Council, when applied for in writing or refer-
red to him by the City Council. He shall prepare
all ordinances and exsmine, supervise and prepare
all contracts made by the city. He shall receive an
annual salary, payable in equal monthiv install-
ments, of not to exceed Twenty-five Hundred Dol-
lars, and such fees and commissions as are herein-
after provided. He shall give bond for the faithful
performance of his duties in the sum of Five Thou-
sand Dollars.
Sec. 2. It shall be the duty of the City Attorney 1
to prosecute before the Recorder’s Court ail cases
'for the violation of the fire and building ordinances;
the ordinances regulating railroads and street rail-
roads; the ordinances regulasing licenses and occu-
pations; the ordinances regulating the harbor and
wharves; streets and alleys and sidewalks and mar-
kets, health ard sanitation, and upon conviction, >
he shall be entitled to receive a fee of five dollars,
which shall be taxed and collected as other costs in
the case.
Sec, 3. It shall be the duty of the City Attorney
to mst'tute and prosecute all suits of the city for
the collection of money due the city for taxes, as-
sessments for stret t improvements, breaches of con-
tract, forfeiture of bonds, recovery of all property
and other claims whatsoever; and he shall be en-
titled to receive for his services a com-mission of
ten per cent upon all collections made on suits and
claimt placed in his hands lor collection.

Notice to Bondholders.
Notice is hereby given, that in pursuance of Sec-
tion 2 of an ordinance authorizing the issuance of
Thirty Year Limited Debt Bonds by the city of
Galveston, approved September 19, 1876, and by
direction of the honorable City Council, of the city
of Galveston, the undersigned, treasurer of the city
Galveston, will redeem and paj off at par, with
irtorest accrued, at the First National Bank in the
city of Galveston, on the first day of March, 1888,
the following numbered bonds, issued ur.dewsaid
ordinance, to-wit:
Numbers 278, 279, 280, 281, 282, 283 and 284 of the
amount of $100 each, dated January 1st, 1878.
Numbers 289, 290, 291, 292, 293, 294, 296, of the
amount of $100 each, dated Marah 1st 1878.
1 Numbers 724, 725, 726, 727. 732, 733, 734, 735, 736,
737, 738, 739, 740, 741, 742, 743, 7<4, 745,746. 747, 748,
749, 750, 751, 752, 753, 754, 755, 757, 758, 759, 760, 761,
762, 763, 764, 765 and 766, of the amount of $500
each, dated March 1st Is 78-
All of the above denominated bonds not presented
for redemption upon the date aforesaid, will cease to
bear interest from and after said day.

Extract from Proceedings of the
City Council,
At a Tegular meeting of the City Council held
February 6, 1888. Alderman McDonald offered the
following i esolution:
Whereas, the collection of revenue from occupa-
tion licenses has fallen off in the past eleven months
from the estimate made in the annual budget for
1887-: 8, and the collections for the year 1886, the
cause being attributed to a decrease in the number
of licenses being Issued, both as regards occupations
and vehicles, and to a lack of the proper enforce-
ment of the ordinances governing the collection
thereof; therefore
Be it resolved by the City Council of the City of
Galveston.
Section 1. That the Chief of Police shall, dur-
ing the months of January, February and March of
each year, and every ttrec months thereafter, cause
the patrolmen on their respective beats, to inspect
each and every place of business subject or liable
to a city occupation license, so as to cause the en-
forcement of the ordinance requiring the pasting
or hanging up in a conspicuous place of their city
license.
Sec. 2, That it is hereby made the duty of pa-
trolmen to notify the Chief of Police of each and
every person and place of- business that have not
complied with the ordinance; the Chief of Police
shall cause twenty-four hours notice to be given to
such person or persons to comply therewith, and
for failing to do so he shall cause their arrest as is
provided by ordinance.
Sec. 3. Each patrolman shall note all removals
or business changes and the opening of every new
business on his beat, and report all such to the < Ihief
of Police, whose duty it shall be to notify the City
Collector of such facts, and the said Collector shall
proceed at once to take such action as he is, by or-
dinance, directed to take.
Sec. 4. Each patrolman shall examine every ve-
hicle in use on the streets, within the city limits, and
in particular on his beat, and if said vehicle has not
the proper annual license numbers attached thereto
he shall cause the arrest of the driver or owner
thereof.
Sec, 5. The Chief of Police shall cause the same
duties to be performed, in other portions of the
city where there are no established heats, by the
special officers and mounted patrolmen of his force.
Sec. 6. Every officer or patrolman neglecting
or refusing to perform the duties herein prescribed
shall be dismissed from the force, such neglect or
refusal being deemed sufficient cause, when proven,
before the City Council.

AN ORDINANCE TO AMEND SECTION THREE
of Article One, of Chapter Two, of Title Four
of the Revised Ordinances of the City of Galves-
ton.
Be it ordained by the City Council of the City of
Galveston:
Section 1. That Section Three, of Article One,
of Chapter Two, of Title Four, of the Revised Or-
dinances of the City-of Galveston, be and the same
isherebv amended so as to hereafter read as follows:
Sec, 3. “Whenever any wooden building now
standing within said limits shall be damaged by
fire, the rebuilding or repairing of the same is here-
by prohibited, unless the owner or agent thereof
shall first obtain a permit from the Mayor of the
city; and before the Mayor shall issue any such
permit, he shall cause said building to be inspected
by the Fire Committee, with three experts to be
chosen by them; and if the Fire Committee shall
appraise the damage to said building to be fifty per-
cent of its value before the fire, or more, no permit
shall be granted by the Mayor; provided, that the
owner or agent shall have the right to appeal from
the decision of said Fire Committee to the City
Council. In all cases of appeal, said owner or agent
shall have the right to appear before the City Coun-
cil, either in person or tiv counsel, and to introduce
evidence to sustain his appeal, and for this purpose
the City Co uncil shall set a day for the hearing of
said appeal, of which the said owner or agent shall
have five days notice. ’ And upon a final hearing of
said appeal, if two-thirds of the aidermen elect shall
be of the opinion that said buildmsr is damaged less
than fifty per cent of its value before the fire, upon
a vote taken thereupon, then the M-J.yor of tne city
shall issue a permit to said owner or agent to re
pair the damages occasioned by said .fire.”

Van Hooganhuyze, of Cuero, Texas. The
happy pair were joined in the bonds of
wedlock at 4 p.m. at the Tremont hotel
by County Judge Austin.
