PREFACE.
Tns is tne-fourteenth year since thefrst number of the TEXAS ALMAINAC was issued.
Although we have often had many-difficulties to encounter in obtaining Ihe usual current
statistics to the latest date, such as the returns from Conty Assessors and Collectors, the
reports from the several Executive Departments, etc., yet we have never before been put
to so much trouble in obtaining this information. And, after all our labor, the information
obtained is far from satisfactory.
Our anomalous political condition, our compound form of government partly military and
partly civil, together with the numerous vacancies in the postal and every other department,
caused by the exclusion of nearly all qualified to fill the offices, from their inability to take
the required oath, or from their assumed disloyalty-these and other causes have so utterly
deranged the ordinary functions of our State Government as to render every search for the
usual statistical information unavailin-.
We believe, however, it will be found that we have ucceeded in giving our readers much
desirable information of this kind, and have supplied the place of such as could not be
obtained, by articles of much general interest.
Our whole judicial system hias to undergo a total change under the new Constitution.
The Districts will have to be reorganized and the number probably increased, as soon as
the Legislature meets-if, indeed, it is permitted to meet at all for the purpo-es of ordinary
legislation-Judges and Attorneys will have to be appointed, and the terms prescribed for
the courts in about one hundred and thirty organized counties, and the county courts and
officers will have to undergo a still greater change, if poi-ible.
In publishing our ALMANAC, during this period of change, we have endeavored to supply
the place of political or civil statistics with articles that will have as much, and perhaps
more, interest for a majority of our readers, and especially for the thousand of immigrants
now pouring into our State, and the thousands of others who are preparing to follow, in
order to make Texas their future home.
For years past it has been a leading object with us, in this publication, to make it
auxiliary to promote immigration to our State, by giving all such information as is best
calculated to answer the inquiries of those proposing to make their residence among us.
In the absence of any State aid, or measures by our authorities to disseminate abroad the
information so much sought for, as is done by most other new States,. and in the absence
of such immigration aid societies as exist in other States, we have felt it the more impor-
tant to make the TExAs ALMANAC supply a want that has been so universally felt and
acknowled-ed. It has been a source of much gratification to us to find it so generally
admitted that the present unprecedented flow of immigration to our State is, in a great
degree, attributable to our labors to disseminate the desired information during the past
fourteen years.
We take this occasion to tender our thanks to our friends throughout the State, for their
kindness in furnishing contributions, in response to our inquiries. Circumstances have
compelled us to postpone many such contributions, but their favors are none the less
appreciated. We shall endeavor to forward copies of our ALIMAXAc to all such, and
shall be glad to be reminded of any unintentional omission.
