him and tried to shoot him
down. Wagner maneuvered
into a steep dive. The bomber
followed, couldn't maintain
the slow speed and crashed.
In 1945, he led a successful
attack on a Japanese munition
plant. The next day, his
bombs destroyed a steel plant.
On July 28, 1945, he piloted
the dive bomber that attacked
the "Hyuga,” a Japanese
battle ship, and sunk it by
dropping a bomb down the
smokestack.
It was his mother's birthday!
Although the Navy recognized
his valor and awarded him the
Navy Cross it was not until
1995 that it finally gave him
the Air Medal and the
Distinguished Flying Cross.

problem existed. That seems a
long time for information to
travel from the City Hall to
the Police Chief. A citizen
living near the High School
complained about it most
recently and got action. I
guess it depends who does the
complaining as to when the
City does anything of a
corrective nature.
Lastly, I asked the Mayor if
there was any kind of a plan
to insure that we would not
run short of water again.
She said that there was and
when I asked what the plan
was, she could not answer me.
Finally she said that Wichita
Falls had agreed to furnish us
water if we ever needed it. I
asked how were they going to
get it over here. Lay a pipe
line was the answer. When I
said that we needed to lay the
pipe before the need arose, 1
was informed that nothing
would ever please me and that
ended the discussion.
All it takes to please me is for
the elected officials to do their
job and insure that the
citizens have an adequate
water supply in the future.
It was apparent that there is
not and never has been a plan
for the future needs.
The City Attorney told me
that they were waiting on a
plan from the region before
going out on their own.
We are the ones with a bad
water problem and the
cavalry is not going to come
over the hill and save us. We
have to do it ourselves. A
leadership that can’t see any
farther into the future than
yesterday will leave us high
and dry, literally. When told
that we can only hope for
rain, I knew it is not the
weather that we are at the
mercy of.
The Police Chief told me that
he now has an agreement
directly with the Wichita
County Crime Stoppers. That
is a real positive step in
solving crimes in Electra.
Reward money works. Well
done Chief!

It was named for a Polish hero
of the American Revolution,
Brig. Gen. .. Thaddeus
Kosciuszko. He spelled it with
a "z" which is missing in the
name given it by the founders.
Now there is a debate about
adding the "z" or leaving the
name as it is.

The City Commissioners
meeting of last Tuesday night
proved to be most interesting.
The first item that tweaked
my interest was when the firm
of Jacob and Martin
Engineers was selected to
submit the application for a
grant (at no cost to the City)
to finish the final third of the
new water line from the city
lake.
The previous grants were
applied for and administered
by a firm called GSA. The
City was kicked out of the
program without getting the
final phase because GSA was
late in getting the application
. done.
Before the vote, the Mayor
seemed surprised that Jacob
and Martin were the only
company being considered for
this job. The Mayor asked
several questions about their
qualifications. The Mayor
called for a vote only after it
was brought up that this firm
had worked for Electra before
and was not going to charge
us for doing the application.
It looked to me like that the
Mayor had not been informed
that GSA was not to be
considered.
GSA is owned by the
Mayor's son.
The second questionable
decision was made regarding
the Liability and Automobile
insurance bids.
Dickey, McGann & Rowe
submitted a bid of $49,590
then reduced it to $46,029
when the ambulances were
transferred to the Hospital.
TML submitted a bid of
$37,195 without knowing that
the ambulances had been
removed. The lady that was
representing them said that
their bid would go down now
that they were aware of the
changes.
She also said that there
might be a slight change to
their bid due to the fact that
she had not been able to get
an accurate valuation on the
old light plant. That's funny
that the City didn’t make that
available to her. Ail they had
to do was look at the last
insurance policy and see what
it was valued at then. I can
assure you that there has been
no additions built onto it. It
probably hasn’t even been
started up within the last year.
It couldn't be very valuable
seeing as bow the old engines
were World War II surplus
engines that were originally
made for Navy LST ships.
They were designed to just
run until the first torpedo hit
them.
The idea of saving the tax
payers around $10,000 upset
some of the powers that be so
bad that they went to talking
about apples and apples and
finallv decided to table it for
further study.
If I could do something that
would save the tax payers
$10,000, I would not have to
think about it over a minute
or two.
The Police Chief announced
that he -was researching the
ordinances that cover the
speed limits around the
schools. He had been asked to
find out why there were no
school zone speed signs in
front of the High School. He
looked it over and found
problems with the speed limit
postings at more than one
place. He found that the City
ordinance of 15MPH did not
agree with most other places
where the normal limit is
20MPH. The only reason that
I am putting this in here is
that it has been over a year
since myself and at least two
other people all brought it to

On Tuesday August 4, during
the early evening hours, the
residence at 313 W. Cleveland
was burglarized. 4 double
barreled shotguns were taken.
The shotguns were all older
models. Three of them had the
old exposed hammers and
Damascus twist steel barrels. If
fired, these can explode and
seriously injure the shooter.
One of the hammer guns was
28 gauge with the firing pins
cut off to prohibit firing. One
was a 16 gauge pin fire that
ammunition is no longer
manufactured for. The other
hammer gun was an L. C.
Smith in 12 gauge that also
had unsafe barrels. The fourth
one was an older side by side
hammerless double barrel that
is in real good shape.
