Congressman Charlie Stenholm
has introduced legislation to provide
a framework for emergency assis-
tance to fanners and ranchers suffer-
ing from recent natural disasters.
Stenholm’s legislation is sup-
ported by a bipartisan group of Re-
publican and Democratic members
of Congress. The bill amends exist-
ing USDA emergency authority
which currently lacks adequate funds
to deal with the on-going emergen-
cies throughout farm country.
Stenholm's legislation will allow the
Secretary of Agriculture to provide
the funds needed to reactivate and
improve the program.
Under this authority, the USDA
could provide cash assistance to af-
fected crop producers. This section
has also been used to carry out the
Disaster Reserve Assistance Program

that the assistance provided by the
Act be consistent with the objectives
of the Federal Crop Insurance Pro-
gram and not undermine participe-
tion in the Federal Crop Insurance
Program.
The legislation Stenholm intro-
duced would sunset these additional
authorities on September 30, 1999.
After this date, any continued fund-
ing for emergency crop and livestock
assistance would require specific
Congressional action.
