2. Federal guidelines now require
the County to meet handicapped ac-
cessibility code for prisoners who are
handicapped. None of Comanche
County’s current cells can be altered
to meet the new handicapped require-
ments because of the original con-
struction method used.
3. A TB outbreak in Texas jails
requires each jail to provide negative
air flow cells for health purposes.
Some people estimate the cost to con-
vert one cell would be approximately
$60,000.00.
“The requirement to meet handi-
capped accessibility, the multi pur-
pose center and the modification of a
cell to meet the negative air flow
requirement will have to be addressed
even if we do not decide to build the
new additional jail units,” says Judge
Weaver.
