Plaintiff, and William Rea is
defendant, and said petition al-
leging:
That 0:1 April 20th, 1929,
plaintiff and defendant were leg-
ally married, and continued to
live together as wife and husband
until September 19th, 1929, when
because of the cruel treatment
of the defendant toward the
plaintiff, she was forced to sep-
arate from the defendant. That
defendant was a habitual drinker
of intoxicating liquors, and spent
his earnings for such liquors and
refused to support the plaintiff.
Prayer is for decree dissolving
the marriage relations between
the plaintiff and defendant, gen-
eral and special relief, in law
and in equity, etc.
Herein Fail Not. and have you
before said Court, at its afore-

PROPOSING A CONSTITUTION-
AL AMENDMENT TO BE
VOTED ON NOVEMBER 4,
1930.
Be it resolved by the Legisla-
ture oif the State of Texas:
Section 1. That Section 11 of
Article VII of the Constitution
of the State of Texas be amended
so as to read as follows:
Section 11. In order to enable
the Legislature to perform the
dutie.s set forth in the foregoing
section, it is hereby declared all
lands and other property hereto-
fore set apart and appropriated
for the establishment and main-
tenance of the University of Tex-
as, together with all the pro-
ceeds of sales of the same, here-
tofore made or hereafter to be
made, and all grants, donations
and appropriations that may
hereafter be made by the State
of Texas, or from any other
source, shall constitute and be-
come a permanent university
fund. And the same as realized
and received into the Treasury
of the State (together with such
sums belonging to the fund', as
may now be in the Treasury),
3hall be invested in bonds of the
United States, the State of Tex-
as, or counties of said State, or
in school bonds of municipal-
ities, or in bonds of any city of
this State, or in obligations and
pledges issued by the Board of
Regents of the University of
Texas, or secured by such obli-
gations and pledges, for the con-
struction of dormitories and other
buildings for the use of the Uni-
versity of Texas, or in bond's
issued under and by virtue of
the Federal Farm Loan Act ap-
proved by the President of the
United States, July 17, 1916, and
amendments thereto; and the in-
terest accruing thereon shall be
subject to appropriation by the
Legislature to accomplish the
purpose declared in the fore-
going section; provided, that the
one-tenth of the alternate sec-
tions of the lands granted to
railroads, reserved by the State,
which were set apart and ap-
propriated to the establishment
of the University of Texas, by
an Act of the Legislature of
February 11. 1858, entitled, "An
Act to establish 'the University
of Texas,' shall not be included
in. or constitute a part of, the
permanent university fund."
Sec. 2. Said proposed amend-
ment shall be voted on by the
electors of this State qualified
to vote on constitutional amend-
ments at an election to be held
throughout the State on the first
Tuesday after the first Monday
in November, 1930.

such emergency matters aa may
be submitted by the Governor in
special messages to the Legisla-
ture; provided however, either
House may otherwise determine
its order of business by an af-
firmative vote of four-fifths of
its membership.
Sec. 2. That Section 24 of
Article 3 of the Constitution of
the Stata of Texas be amended
so as to hereafter read as fol-
lows:
Members of the Legislature
shall receive from the public
Treasury a per diem of not ex-
ceeding $10.00 per day for the
first 120 days of each session
and after that not exceeding $5.00
per day for the remainder of the
session.
In addition to the per diem the
members of each House shall be
entitled to mileage in going to
and returning from the seat of
government, which mileage shall
not exceed $2.50 for every 25
miles, the distance to be com-
puted by the nearest aid. most
direct route of travel, from a
table of distances prepared by
the Comptroller to each county
seat now or hereafter to be es-
tablished; no member to be en-
titled to mileage for any extra
session that may be called within
one day after the adjournment
of a regular or called session.
Sec. 3. The foregoing consti-
tutional amendment shall be sub-
mitted to the electors of this
state qualified to vote on con-
stitutional amendments at an
election to be held throughout
the State on the first Tuesday
after the first Monday in No-
vember, A. D. 1930.

PROPOSING A CONSTITUTION-

VOTED ON NOVEMBER 4,
1930.
Be it resolved -by the Legislature
of the State of Texas:
Section 1. That Section 5 of
Article 3 of the Constitution of
the State of Texas be amended
so as to hereafter read as fol-
lows :
The Legislature shall meet
every two years at such time as
may be provided by law and at
other times when convened by
the Governor. When convened in
regular Session, the first thirty
days thereof shall be devoted t«
the introduction of bills and res*
olutions, acting upon emergencj
appropriations, passing upon the
confirmation of the recess ap-
pointees of the Governor and
such emergency matters as may
be submitted by the Governor
in special messages to the Leg-
islature; provided that during
the succeeding thirty days of the
regular session of the Legisla-
ture the various committees of
each House shall hold hearings
to consider all bills and resolu
tions and other matters then
pending; and such emergency
matters as may be submitted by
the Governor; provided further
that during the following sixty
days the legislature shall act
upon such bills and resolutions

Be it resolved by the Legislature
of the State of Texas:
Section 1. That Article VII of
the Constitution of the State of
Texas be amended by adding
thereto Section 16. which shall
read as follows:
"Section 16. All land men-
tioned' in Sections 11, 12 and 15
of Article VII, of the Constitu-
tion of the State of Texas, now
belonging to the University of
Texas shall be subject to taxa-
tion for county purposes to the
same extent as lands privately
owned; provided they shall be
rendered for taxation upon val-
ues fixed by the State Tax Board;
and providing that the State
shall remit annually to each of
the counties in which said lands
are located an amount equal to
the tax imposed upon said land
for county purposes."
Sec. 2. The foregoing Consti-
tutional amendment shall be sub-
mitted to the qualified' electors
of the State at the next general
election to be held throughout
the State on the first Tuesday
after the first Monday in No-
vember. 1930.

PROPOSING A CONSTITUTION-

Be It Resolved by the Legisla-
ture of the State of Texas, that
Art. V of the Constitution of
Texas shall be amended by ad-
ding a new section to be known
as Section 3a, to read as follows:
"Section 3a. The Supreme
Court may sit at any time during
the year at the seat of govern-
ment for the transaction of bus-
iness and each term thereof shall
begin and end with each calen-
dar year."
Section 2. That Section 3 of
Art. V of the Constitution of
Texas shall be amended by re-
pealing the sentence of said sec-
tion which reads: "The Supreme
Court shall sit for the transac-
tion of business from the first
Monday of October in each year
until the last Saturday in June
of the next year, inclusive, at
the Capitol of the State."
Section 3. If the Constitution
shall not have been previously
amended so as to provide that
the Supreme Court shall be open
at all times, then, in that event
the foregoing Constitutional
amendment shall be submitted to
a vote of the qualified electors
of this State at an election to be
held on the first Tuesday after
the first Monday in November,
