average CED rate rose more
than 9.5 cents to 89.5 cents.
Most of that came in response
to state law, which required the
CEDs to increase their effec-
tive tax rates from 72 cents to
82 cents.
“Taxpayers in 85 percent of
the districts saw their local
school tax rates grow last year,
and many of the rest saw no
change. Only 86 districts,
about 8 percent of the total,
reduced their rates from 1991,”
Sharp said.
“Texas school districts in-
creased local property taxes by
nearly $1 billion in 1992, with
the average tax rate jumping
by nearly 9 cents per $100 in
property value," State Comp-
troller John Sharp has an-
nounced.
“Our annual survey of the
state’s school districts found
that they levied $8.6 billion in
local property taxes last year,
up $984 million from 1991,”
Sharp said. “That follows on
the heels of an increase of $961
million between the 1990 and
1991 tax years.”
On the local level, Canadian
taxpayers saw a 58.9% in-
crease in school taxes in the
two years since the CED sys-
tem went into effect in 1991.
Tax valuations have increased
from 79 cents/$100 in 1990 to
almost 1.40cents/$100in 1992.
According to Tax Appraiser
James McCarley, that repre-
sents an additional $235.60 in
property taxes on a $40,000
house.

both independent school dis-
trict and CED taxes—totalled
almost $1.30 per $100 in valua-
tion, up by 9 cents from last
year...But nearly all of that in-
crease can be traced to a state-

tax rate.”
