management initiatives that, in
some cases, have already begun io

One of the most dramatic ex-
amples involves the purchase of
motor fuel and lubricants for

piiectag for the stale in fiscal year

stabilized, the State Purchasing
and General Services Commission
$16,559 is beginning io offer vendors long-
lenn contracts at a fixed price per
gallon and to consolidate several
agencies’ gasoline needs into one
t service contract.
, The result is a lower, better
price for the state and an antici-
pated savings of $2.3 million an-
nually.
Although the Texas Rehabilita-
tion Commission is paying 3 cents
more per square foot for rental
space now compared to 1982, it
has trimmed its office rent pay-
ments by almost $4,000 per
1 mouth The commission cut its
cost in the face of rising prices by
adopting a more efficient office
design and reducing its need for
rental space by 26,532 square feet
To save staff time and travel
cost, the Texas Department of
Human Resources is experiment-
ing with a computerized travel
scheduling system to book flights
for its employees who must trav
el on business. Using a computer
hook-up to the airlines, DHR can
receive up-to-date flight schedule
information and can seek out the
lowest available fares —saving as
much as $290 on a round trip
ticket from Austin to Washington,
DC.
The Texas Department of Cor-
rections and the Texas Depart
ment of Parks and Wildlife are
studying the feasibility of having
inmates provide services or sup-
plies whenever the cost is less than
hiring private contractors Prison
, inmates are currently making
shrimp boat license plates, salt
l water trotline tags, and commer-
cial boat license plates.
In lean economic times, it is cs-

sential to learn to do more with
less, eliminate marginal programs,
and make (he most efficient use
of staff Beginning this summer,
top administrators of Texas’ state
agencies will receive intensive

Part of my job as Land Commissioner includes serving a* Chairman
of the Veterans Land Board We are constantly searching for new ways to
help our veteran* purchase land and home* Our latest innovation, an
optional pre-appraiaal program aimed at reducing the closing time on
land loons to 45 days on subdivision tracts, has been successful in
encouraging a large number of Texas developers to participate in the
Veterans Land Program
This innovation has been well received by Texas developers. The new
program enables developer* to join with the Veteran* land Board in a
cooperative effort to help veteran* find and purchase land suitable to their
need* Initial result* show that the pre-appraisal program is
accomplishing our goal of making more land of higher quality available
to Texas veteran*.
Pre-appraisal is available to developers who are selling five or more
veterans' tracts in one subdivision The developers must make some
advance arrangement* including the completion of a certified ground
survey, an appraisal by the Land Board's staff and a commitment of title
insurance
The idea behind the program is to protect veterans' interests while
assisting developers in the marketing and selling of their land During the
pre-appraisal process. Land Board appraisers help both the buyer and the
seller They can recommend to developers the best way to subdivide their
land while malting sure that the veteran doesn't pay too much money fora
particular piece of property
Appraisers from the Veteran* Land Board have already pre-
appraised over 24.000 acres on 99 tracts ol land The board charges $2 an
acre for the service which has brought in over 551.000 in fees to the Land
Board
To participate, developer* must agree to provide the Land Board
with all documentation to start processing loan* and to work with the
veterans on completing loan application* Then they must establish
contacts with Land Board field staff and county committees to facilitate
loan processing and closing.
After qualifying, developers have the option of pre-appraisal by our
staff. As I mentioned, they must have ground surveys of each tract by a
registered surveyor and appraisals of the individual tracts for sale.
Developers must also comply with all local subdivision requirements in
the county where the tracts are for sale The developer should then
contact a title company and obtain a title insurance commitment for each
tract tn the development They are also provided loan applications for
veterans who wish to participate in the Veterans Land Program
Developers speed up the loan closing process by helping the veterans
correctly complete loan applications and by seeing that correct feesand a
title insurance commitment accompany the veteran's application
I’m always proud of the development of new programs like this one
where all parties benefit, red-tape is cut and time is saved Any developer
or individual seller who wants to participate in the program should
