February 14, 1961 Mr. Foey M. Shiflet Shiflet Brothers - General Contractors Box 399 Abilene, Texas Dear Mr. Shiflett Thank you for your letters in which you expressed opposi- tion to Governor Daniel's proposed payroll tax. I feel this proposal is nothing more or less than another form of income tax. The Federal government has already pre-empted this par- ticular field of taxation. Since coming to the Legislature in 1953, I have constantly opposed the enactment of a payroll tax. You may be sure that I will continue to do so this session. I have not definitely made up my mind to support a general sales tax. However, I would say that most of the letters I receive from my district concerning taxation express their pre- ference for such a proposal. I do believe that it will be L necessary for the Legislature to administer a broad basis tax in order to meet the obligations of the state. tr I am definitely opposed to House Bill 36 which is known as the Occupational Safet Bill. I have not had an opportunity to consider House Bills 44, 84, and 107. Please let me know what these bills provide and how they would help your industry. I appreciate your invitation to speak to the Abilene Con- struction Association. I will be happy to speak to your group either on March ninth or June eighth. Please let me know which one would be most satisfactory to the group. I will look for- ward to hearing from you in the near future. Sincerely yours, Truett Latimer TL:lm
