As you know, I have ecn- sistently voted for this type of taxation since coming to the Legislature in 1953. Even though we were able to get some tax on this interest, it will still not be enough to take eare of the needed revenue. I am sure that you were happy to read that the Governor recommended the passage of a sales tax when he spote to the Legislature Tuesday morning. We are now down to the point in the State finances where it is either a general sales tax or an excise tax, both of which would accomplish the same purpose. The Governor simply wants to call it an excise tax, instead of what it really is, and that is a sales tax. As far as the lobbyists are concerned, I think that you are well aware of the fact that I vote independently sine being a member of the Legislature. You may be interested to know that under the present Lobby Control Law all persons who come to Austin to work for any piece of legislation must register. Therefore, 1,866 people signed up even though they were here in town only one day. I am not defending these gentlemen, simply pointing out that the lobby situa- tion is not half as bad as our demagog Governor would lead you to believe.
