Patrick’s Day, and is one of the largest “St. Patty’s Day” celebrations in
Texas.

tive bodies under its jurisdiction, and their committees, are fully
noticed and open to the public, supporting transparency in our
County government.

of information. Participants include news media, civic groups, libraries, non profits, schools and others interested in the public’s right to know. The Florida Society of
Newspaper Editors launched Sunshine Sunday in 2002 in response to efforts by some Florida legislators to create scores of new exemptions to the state’s public records
law. Florida Society of News Editors estimates that some 300 exemptions to open government laws were defeated in the legislative sessions that followed its three
Sunshine Sundays, because of the increased public and legislative awareness. Other states followed Florida’s lead, and in June 2003, American Society of News Editors
hosted a Freedom of Information Summit in Washington where the seeds for Sunshine Week were planted. Sunshine Week was launched by the American Society of News
Editors in March 2005 and is celebrated in mid-March each year to coincide with James Madison’s birthday on March 16. See page 4A for accompanying editorial opinion.

1737, St. Patrick’s Day was orga-
nized by the Charitable Irish Society
of Boston. The celebration was to
honor and celebrate the Irish culture
that so many colonists had been
separated from.
St. Patrick’s Day was not declared
a holiday in Ireland until 1903. The
first parade in Dublin was held in
1931. Today, the holiday is celebrat-
ed all over the world, mostly in plac-
es with Irish-American communities.
Food served throughout the cel-
ebration typically includes corned
beef, corned cabbage, coffees, soda,
bread, potatoes and shepherd’s pie.

pudding, fried eggs, and fried toma-
toes.
Festivities for St. Patrick’s Day
vary depending on the area. Parades
are held in larger parts of the Unites
States. Dying water or beer the
color green is also a popular St.
Patty’s Day tradition.
Many people get into the spirit of
things by wearing the color green
to prevent the risk of being pinched.
Face painting is also very popular
with younger kids.
In Chicago, Illinois the river is
dyed river green. This has been a

The Shelby County Ducks Unlimited annual
Greenwing event is planned for Saturday, March 21
at Bob Reeves’ ranch located on CR 3121 in Center.
Greenwings are young Ducks Unlimited (DU)
members. Greenwings membership is open to
children age 17 and under.
Senior Regional Director,
Yazoo Thomas, encourages
area youth to “come out for
a day of fun and learn about
Ducks Unlimited.”
“The first Greenwing event
in Shelby County was held in
1992,” said Thomas. “We are
proud of the success of the
event. It is not a huge mon-
eymaker, and that is not what
this event is about. The event
over the years has brought
a lot of the sons and grandsons of our committee
members back to serve on our committee.
“This is really a neat situation,” said thomas.
“It depicts exactly how the process is supposed
to work. We have a lot of pride in this Greenwing
event because it is not only giving back to the kids,
but it’s generating our future members.”
Registration begins at 9:30 a.m. and the event
starts at 10 a.m. Shelby County Game Wardens
Nathan Skeen and Anthony King will be on hand
to talk with the kids about gun, boating and water
safety. Rescue dog demonstrations as well as a B-B-
gun shoots are planned for the event.
“This is real fast-paced,” said Thomas. “There
are a lot of different activities going on and the
kids stay very engaged. We will be cooking hot

The City of Center Municipal Court is offering
amnesty on existing warrants. The action began
Monday, March 16 and continues through Friday,
March 27.
For anyone receiving a 'Failure to Appear' notice,
the $235 fine will be dismissed if the warrant is
voluntarily paid before the police department comes
to make an arrests.
To receive the amnesty, the fines must be paid
in full. A complete list of warrants can be found at

It’s the “wearin’ o’ the green”
today in Shelby County and around
the world in celebration of St.
Patrick’s Day.
Celebrated each year on March
17, St. Patrick’s Day honor’s the Irish
saint, Saint Patrick. Saint Patrick,
named Maewyn Succat at birth,
was not born Irish. He was born in
England.
Not much is known about Saint
Patrick’s early life, however, letters
from the patron saint indicate he
was captured in an area outside of
Ireland and held as a slave.
Years later, he escaped and
returned to his family in Britain.
St. Patrick went to Ireland where
he performed missionary work after

Constitution, wrote that “consent of the governed” requires that
the people be able to “arm themselves with the power which
knowledge gives,” and
WHEREAS, every citizen in our participatory democracy has
an inherent right to access to government meetings and public
records; and
WHEREAS, an open and accessible government is vital to
establishing and maintaining the people’s trust and confidence
in their government and in the government’s ability to effectively
serve its citizens; and
WHEREAS, the protection of every person’s right of access
to public records and government meetings is a high priority of
Shelby County, Texas and
WHEREAS, the Shelby County Commissioner’s Court is com-
