is amended by adding the following sentence:
When transfers are made from replacement troops or detach-
ments at training centers no transfers of funds will be required.

I TThe United States Army training detachments heretofore
o_-ablished at educational institutions by the Committee on
Education and Special Training, under authority of Section II,
General Orders, No. 15, War Department, 1918, will be known
and designated as part of the Students' Army Training Corps.
Transfers on all records will be made as of October 1, 1918, or as
soon thereafter as practicable.

III__The War Department is in receipt of a communication
from the headquarters, American Expeditionary Forces, report-
ing the failure of troops arriving on transports to comply fully
with orders and regulations relating to the wearing of identi-
fication tags, with special reference to sick and deceased per-
sons, in whose cases identification, in many instances, is prac-
tically impossible without the identification tags.
In order to insure strict compliance with the provisions of
paragraph 491, Army Regulations, inspection of troops, with this
end in view, will be made at time of embarkation and at fre-
quent intervals en route.

IV_1. There is established in the Office of The djutant
General of the Army a section to be known as the Industrial
Furlough Section. This section is charged with all matters
relating to industrial furloughs and with the functions of
receiving, investigating, analyzing, and approving or disapprov-
ing all applications for indefinite furlough to enable enlisted
men of the Army to return to industry.
