I have read with interest your
articles this summer concerning
Carthage ISD and the problems
with the "Robin Hood" School
Finance Law. Many Gary Inde-
pendent School District patrons
and taxpayers have read the arti-
cles also and some phoned me
with concerns and questions. So
I would like to make the fol-
lowing points:
(1) I personally and profes-
sionally do not agree with the
Robin Hood plan. I believe each
school district should be able to
use their financial resources as
they want. If a school district
does not have the needed finan-
cial resources, then the State of
Texas should provide additional
monies; not another school dis-
trict.
(2) For the last three years
Gary ISD and Carthage ISD
have entered into an agreement
for the education of nonresident
students who have benefited
both districts. Gary ISD and I
are grateful to Cartilage ISD for
extending this agreement to

your recent articles. In 2000-
2001 Gary ISD received
$566,077.99 from Carthage ISD.
Of this amount, Gary ISD must

Gary ISD with $334,583.99-but
we were owed the majority of
this amount from the State of
Texas for 2000-2001. Gary
ISD's total benefit from the
agreement with CISD is less
than $75,000.00—not millions of
dollars.

about 4 miles off the south loop,
on Sunday, July 29, Tyler's
father (Mark) checked on the
two horses that were pastured in
the 10 acre patch near the bam
and lake. Upon arrival Mark
quickly discovered that the
chain, with a swivel latch, that
secured the gate had been
removed. Also, "Old Yellow"
had • been removed from the
pasture. The other horse was
alone, and the pasture gate was
secured with some wire, place
there by the thief that hauled
away "Old Yellow".
J am writing this letter for
two reasons, first reason being,,
that maybe, just maybe, the
