Many motives are attributed to the
executive and taking up the last par-
agraph of the call first, a statement of
the utmost importance and one which
will create a sensation over the state
Is that the Governor contemplates
submission in his special session In
a way not yet dreamed of by the gen-
eral public.
He has remarked that there was a
vast difference between amending the
Constitution and an amended Consti-
tution and that, it required only a
majority vote of a regular or special
session to provide for an amended
Constitution and not the two-thirds
vote of a regular session to submit a
constitutional amendment.
Reverting to the first two para-
graphs of the call their purpose is
evident, being to correct the present
Fire Rating Board law, to repeal the
act which has caused such a commo-
tion and adopt another in its place
which will have the desired effect, and
also to prevent insurance companies
from combining to fix rates and stifle
competition. v
It will take several days to accom-
plish ail of this, possibly complica-
tions may arise and more time than
is anticipated will be consumed to ad-
justing the situation.

Important Traffic Agreement Signed in
Chicago.

Chicago: One of the most Import-
ant traffic contracts entered Into In
recent years was signed by the pres-
ident* of the Southern Pacific and
the Frisco Systems for the joint use
of over SOO miles of track in the State
of Texas and for traffic interchange.
The arrangement between the two
roads goes into immediate effect and
to practically perpetual. By the new
arrangement the Frisco System se-
cures a connecting link between its
lines tn Northern Texas and its lines’
I tn Southern Texas without the neces-
sity of constructing a single mile of
railroad. It also secures to the Frisco
added tonnage, which will be taken
I from- other railroads and turned ever
I to the Frisco by the Southern Pactfie
I under the now agreement. The South-
ern Pacific’s system tn Texas will oo-
I cure a through line from Texas Into
Oklahoma and to Kansas City without

crime before the class of philosophy
in Radcliffe college, the feminine an- “

volunteers as subjects, the professor
proved that no matter how they at- J
tempted to evade him, be could read
their minds, or rather their actions,
as manifestations of what was in
their. minds.
Besides demonstrating bls own
theory Professor Munsterberg proved
that bo has solved the problem of
reading a woman’s mind, and that in
future the thoughts of the wife will
bo an open book to the husband.
The possibilities of tho professor’s
demonstration. can hardly be esti-
mated.
The three girls who submitted to
the toot are Helen Thayer of the
class of 1911, Ruby Hobb, a senior,
and Miss Beaton of the class of 1911.
The professor told tho class that by
hid several clippings from a morn-
ing paper on everyday subjects. He
would have the three girls each draw
a clipping in such a way that he
would not see the drawing. Then
he would find out from them what
clippings they had.

Austin, Tex., June 16.—Executive
Office, State of Texas, Austin: I, T.
M. Campbell, Governor of the State
of Texas, by virtue of authority vested
in me by the Constitution, do hereby
call a special session of tho Thirty-
First Legislature to convene in the
city of Austin, Tex., beginning at 1
o’clock p. m., July 19, 1910, for the
following purposes, to-wit:
Fire Insurance Problem.
1. To enact a law repealing the
law enacted by the Thirty-First Leg'
islature at its first called session,
known as Chapter IS and entitled:
“An act providing conditions upon
which fire Insurance companies shall
transact business in this state and
providing for the regulation and con-
trol of rates of premiums on fire In-
surance and to prevent discrimina-
tion therein and to create Fire Insur-
ance Rating Board, to provide penal-
ties for violations of this act and de-
claring an emergency.’
2. To enact adequate laws pre-
venting discriminations by fire insur-
ance companies and to prevent com-
binations between such companies, to
destroy competition In fire insurance
rates in Texas and to provide penal-
ties therefor and to provide means for
the enforcement of such laws.
Other Matters to be Considered.
3. To consider and act upon such
other matters as may hereafter be
presented by me, pursuant te Sec. 10,
Art. III., of the Constitution of tho
State of Texas.
In testimony whereof I have set my
hand and cause the seal of the State
of Texas to be affixed at Austin, Tex,
this the 15th day of June, A. D. 1910.
