produced the October decline.
For the year, the Labor
Department said its Producer
Price Index for finished goods
has risen at an annual rate of
just 0.6 percent, virtually
assuring that the pace, for all of
1983 will be well under the 3.7
percent of 1982.
Indeed, economists say the
final tally for the year will be
about 1.5 percent, which would
be the smallest increase since
the 0.5 percent advance of 1964.
White House spokesman
Larry Speakes, in Tokyo with
President Reagan, called the
October figure “a significantly
low rate of inflation” and added
that “in recent weeks we have
seen a remarkable string of
indicators of a flourishing
economy. The October
producer prices showed the
foundation for the recovery is
strong.”
Indeed, over the last tt
months, wholesale prices have
risen a small 1.3 percent, the

history.
The measure won
approval in Tuesday’s
statewide election, in which
nine other amendments were
approved, and one failed.
The 107-year-old state con-
stitution now has 255 amend-
ments, and eight more proposed support,

tax-exempt status to certain
r veterans and fraternal
parents delinquent in their child organizations. It was rejected
support payments.
“People who fiddled must
mrrwhark and pay the fiddler,”
Mattox said Wednesday at a
news conference he called to
hail the passage of the con-
stitutional amendment allowing
the state to garnish wages for
lusiness
inancial
employers to withhold up to a
third of a person’s salary in
cases where the parent is two
months or more behind in child
support payments.
“The people have spoken and
they have spoken loud and
dear. They said, ‘Pay your
child support,’” Mattox said.
Mattox said not paying the
support had unfortunately
become “socially acceptable”
in Texas, where he said more
than half of the people are not
fulfilling court orders to make
such payments, and he vowed to
make it painful.
“As attorney general I am
going to use the tools that have
been given by proposition 6 to
the fullest extent possible,” he
said. “My office will start
immediately today seeking to
ask the courts to provide for
wage deductions in all cases
where we think the parents can
pay the child support.”
Actually, the amendment,
which allows the state to Im-
pound up to a third of a person’s
wages if he is two months or
more behind in his child support
payments, does not become
effective until the secretary of
state officially certifies the.
