The. President, under the recent
Selective Training and Service Act,
has proclaimed October 16, 1940
as Registration Day for men aged
21 through 35. Of some sixteen mi-
llion men to be registered, it is es-
timated that around five million
will be available for military train
ing and service. The present armed
forces are to be raised to approxi-
mately a million and one-half men
as rapidly as possible.
One of the primary purposes for
which the American Red Cross
was created by Congress is to pro-
vide voluntary relief to the men of
the military and naval establish-
ments of the United States. This
service, developed during the World
War, has been rendered continuous
ly since then as a joint effort of
Chapters and the National Organi-
zaron. It is traditional that the
Red Cross safeguards the welfare
of the men of the armed forces and
their families. To this end Field
Directora of the American Red
Cross in stations and hospitals of
the Army and Navy look to Chap-
ters for the cooperation needed in
this service which must keep pace
with the expanding forces of natio-
nal defense. The military authori-
ties have specifically requested this.
A statement of this program is
attached. I earnestly ask all Chap-
ter officers to study it with care.
The Home Service work of your
Chapter should be reviewed to
make certain it is ready for the in-
creased responsabilities which lie
ahead. A live and vital Home Ser
vice committee should exist in eveiy
Chapter. Never before, save in war
itself, has the Red Cross been called
upon to serve in such a widespread
field affecting so many of our peo-
pie. This should be stressed by
every means in our fortheoming
Roll Cali in order to assure Chap-
ters and the National Organization
an adequate budget to meet these
demands and to measure up to
this primary obligation.

A donde quiera que dirijimosla vista el espectácu-
lo es descorazonador i triste.
La vida se ha saturado de banalidades, de grose-
rías y de ficciones, a tal grado ya, que es difícil encon-
trar un pobre espíritu bueno, amante de lo bello i de lo
justo, que no se encuentre atolondrado con tanto ruido
de civilización.

No importa que ese espíritu se acorace fuertemen-
te con la envoltura de sus conspicuas convicciones; no
importa que se encierre bajo siete llaves en su empina-
da torre de marfil; i no iinporta que se inunde en la
mirifica luz de su ideal excelso; porque es tan fuerte la
vocinglería exterior déla loca comparsa que pasa, que
pasa perennemente ebria de vulgares voluptuosidades
i de tontas vanidades, que todo lo trasciende, la envol-
tura material y la envoltura moral, que el delicado
Ensueño allí anidado parece inmisericorde, huérfano
de cuidados tiernos i sitibundo de incomprendidos
anhelos....
Tales espíritus, son la flor de invernadero, es-
pecímenes raros de una fauna que se animaliza por el
credo de sus ideologías bastardas i groseras. Espíritus
nobles, buenos, que solo aman por amar su ideal de
belleza, dentro de la mayor suma de bien, dándose to-
do sin pedir nada, como ciertas blancas figuras cosmo-
gónicas dQ alegres i sanas intenciones en su elevación
olímpica, o como con esa otra elevación nazarena déla
infinita piedad del dulce gahleo. . .
La vida es triste i es la hora que discurre, grave.
I el hombre e» su atolondramiento por el alboroto
de una civilización de ruedas i explosiones, triste y te-
meroso, no quiere o no puede meditar i se va con la
fanfarria loca en disipaciJies estériles i cobardes.
Solo los grandes espíritus conocen lo grave de la
hora, pero ellos son los locos que sepultan en sus pro-
pias vidas perecederas sus tesoros de ensueños e ideali-
dades para conservarlos mejor en el ¡ecuerdo o para
que el ideal se mantengája despecho de Jas groserías
imperantes. I estos buenos espíritus, los equivocados,
a decir de los severos y los fuertes, son los guardianes,
son los solitarios del Ideal sin peregrino que algún día
habrá de surjir a la vida para hacerla amable, grata, i
digna de vivirla.

en esta hora grave; parece que dolorosamente se oculta
todo Ensueño, toda suave y sujerente poesía... Hasta
que la reacción espiritual sea.

La letra hache, tan inútil, devora
en energías, en tiempo, en materia
prima, cantidades tan grandes que,
convertidas al común denominador
de la moneda, equivalen a sumas
casi fantásticas de pesos, a sumas
millonarias, que permitirían la rea-
lización inmediata de costosas obras
de beneficencia pública. Desde lue-
go, bastan y sobran esas sumas para
el sustento de los huérfanos, para
proveer de elementos de trabajo a
los desocupados, para proporcionar
alojamiento y asistencia a los en-
fermos indigentes.
Bastarían solamente los centavos
ahorrados en los papeles manuscri-
tos e impresos, con la eliminación
de dicha letra, para asegurar el ho-
gar propio a muchos millares de
familias.
Pero, por sorprendente que pa-
rezca tal verdad, a quienes no se
han molestado nunca en estudiarla,
más sorprendente les resultaría sa-
ber y comprobar que ponemos la
hache no solamente en el idioma,
sino en todo cuanto sale de nuestra
cabeza y de nuestras manos.
La hache es una enfermedad hu-
mana, una flaqueza más, un idio-
tismo generalizado.
Cuando se pide la explicación de;
una hache, se contesta: “Es que se
pone así".
En todos los oficios, en todos los'
trabajos, en todas las profesiones i
son de rigor las “haches”.
